Minimum Qualifications NON-COMPETITIVE PROMOTION (NCP):

COMPETITIVE MINIMUM QUALIFICATIONS:

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Aide. If you have less than one year, you must be currently reachable on the eligible list.
TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
55 B/C QUALIFICATIONS:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Duties Description The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 126,000 individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty. The Division of Fiscal Policy and Management is the budget, financial, capital and management services support arm of OPWDD. The mission of this division is to develop and enact fiscal and capital policy, information management and management systems that support quality business practices for the agency, and nonprofit providers in their provision and oversight of a comprehensive and integrated system of person centered services and supports for persons with developmental disabilities.
Budget Services resides within the Division of Fiscal Policy and Management. The responsibilities of Budget Services includes the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.
Budget Services also oversees and facilitates the review and approvals of the OPWDD issued Self-Direction Budget. The review and approvals process assures fiscal, programmatic and data integrity is maintained.
The incumbents responsibilities will include the following:
• Review and processing of Self-Direction budgets submitted by regional offices.
• Develop, maintain and manage Self-Direction reports of reviewed, submitted and approved budgets, as well as other performance metrics.
• Provide technical assistance to regional offices on Self-Direction budget inquiries.
• Review and approve entries into the Development Plan.
• Developing and maintaining tracking logs on key OPWDD initiatives and other agency requirements.
• Manage access to file shares and other Budget Services owned applications.
• Maintain any necessary contact or distribution lists for accounts, initiatives or team projects.
• Data entry into key Budget Service applications.
• Extracting data from SFS, Development Plan or other data sources used by the Budget Office in preparation for the development of fiscal analysis.
• Other ad hoc or special assignments that are administrative in nature.
