Minimum Qualifications Transfer:
Candidates must be permanent in the Mental Health Program Specialist 1, G-18, title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the Mental Health Program Specialist 1 or Mental Health Program Specialist Trainee levels.

Non-Competitive HELPS appointment:
Candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 1/Mental Health Program Specialist Trainee, Grade 18, position in the Western New York Field Office. Under general direction, the incumbent will maintain knowledge of New York Codes, Rules and Regulations, and the Mental Hygiene Law in order to assist the Western New York Field Office in the delivery of safe, high quality, evidenced-based services to individuals receiving behavioral health services

Specific duties to be performed may include, but are not limited to, the following:

• Assist the Western Region’s Assisted Outpatient Treatment (AOT) Coordinator with AOT responsibilities.
o Support the dissemination of information on procedures and policies and provide guidance and technical implementation assistance to the County Mental Health Directors.
o Respond to inquiries received by the Western New York Field Office regarding concerns or questions with mental health services.
o Assist in evaluating and monitoring State and local providers and programs
o Participate in on-site licensing visits to mental health programs to determine compliance with New York State Office of Mental Health regulations and prepare reports of findings.

• Maintain knowledge of New York Codes, Rules and Regulations, as well as Mental Hygiene Law in order to ensure programs are operated according to established laws, policies, and regulations as well as standards of quality care and quality improvement

• Identify gaps in services and assist in developing corrective action plans for the Western Region
o Assist in developing creative approaches to solving problems and makes recommendations to supervisor.

• Participate in special projects, as assigned.

Additional Comments The salary listed applies to candidates appointed to Mental Health Program Specialits 1, SG-18. The salary for candidates appointed to Mental Health Program Specialits Trainee 1 starts at $49,363 and, for current New York State employees, is based on the candidate’s salary at the time of hire.
