Job Specifics

Minimum Qualifications Public Candidates (NY HELPS): bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Candidates with a master's or higher degree in accounting, auditing, or taxation; Certified Public Accountant license and registration in New York State; and/or relevant professional experience may be eligible for a higher-level placement at agency discretion.

State Employees: Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, Grade 18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 18 and eligible to transfer to Senior Accountant, Grade 18 under Section 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidates will have experience with federal nutrition programs, the Statewide Financial System, Excel, and QuickBooks. They will have the ability to analyze data; prioritize multiple assignments; and have excellent verbal and written communication skills and organizational skills.

Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs, and adults in other programs.

The Senior Accountants will perform professional accounting and auditing tasks required by the United States Department of Agriculture (USDA) federal regulations and Office of Management and Budget (OMB) federal circulars and handbooks. The incumbents will conduct desk reviews and on-site program and yearly budget reviews for participating CACFP Sponsoring Organizations; analyze financial information from potential new sponsors and existing sponsors to determine financial integrity, viability, and compliance with federal and State regulations; draft financial correspondence summarizing review findings; and provide training and technical assistance to staff and sponsoring organizations.

Additional Comments Two (2) full-time competitive or non-competitive vacancies are available. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Depending on candidate qualifications, the positions may be filled at the Accountant Trainee 1, 2, or Senior Accountant levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
