Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.

or

Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4
transfer eligibles and NYHELPS):

a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental
engineering.

If there is a viable promotion examination eligible list (three
acceptors) for this position, candidates who qualify based on
70.4 transfer or under the 55-b/55-c options cannot be
considered.

Candidates who are not eligible for transfer or reinstatement
must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). Duties Description As a Professional Engineer 1 (Env), you will perform environmental engineering work of moderate to complex difficulty within the Division of Air Resources team in the Region 9 Buffalo office, reporting directly to the Regional Air Pollution Control Engineer.

Duties include:
• reviewing air facility permit applications,
• writing air permits,
• performing site inspections,
• witnessing stack tests,
• conducting enforcement actions,
• investigating complaints,
• responding to Freedom of Information Law (FOIL) requests,
• and supervising staff.

Work will involve the analysis of air contaminant emissions from processes, boilers,
incinerators, and related air pollution control equipment, to evaluate compliance with
New York State and United States Environmental Protection Agency regulations.
Inspections are performed to determine compliance with permits and applicable air
regulations.

The Engineer will work with legal staff to take appropriate enforcement action following
department policies.

The Engineer may be assigned to supervise program staff in entry-level or assistant level titles.

In addition, the work will require communication with the public and elected officials as
necessary to address the region's concerns. If needed, assist the Regional Air
Pollution Control Engineer, Regional Engineer/Geologist, and/or Regional Director
with emergency response activities.

Essential Functions:
• Possess strong technical writing, writing, and oral communication skills.
• Possess good management and organizational skills.
• Able to understand and manipulate proprietary computer software programs.
• Maintain and continually broaden a working knowledge of technology to perform
the job and use mandatory software programs.
• Develop and maintain good working relationships with co-workers and other DEC
programs.
• Work effectively with DEC Central Office, the regulated community, the general
public, government officials, and other outside entities.
• Travel overnight to meetings, training, and outside conferences, as
required.
• Represent the Division at meetings, conferences, and other public
appearances.

• Must have a valid driver's license or demonstrate the ability to meet the
transportation needs of the position.
• Must be able to negotiate difficult terrain and work in remote areas and under
adverse weather conditions.
• Travel, overtime, and overnight travel may be required. Weekends and holidays
may be required.
• May need to complete (or have completed) the 40-hour OSHA 1910.120 training
course and all other required training.
• May need to complete an annual Health and Safety Program including medical
monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
• Telecommuting may be available. This will be discussed at the interview.
