Job Specifics

Minimum Qualifications Seven years of the experience* described for Equal Opportunity Specialist 1;
OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.

*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitutions: associate’s degree may substitute for two years of the non supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

Duties Description The position is responsible for assisting in the development and coordination of the strategic direction for the acquisition and retention of agency employees, including from non-traditional and diverse sources, such as minority communities and mid-careerists. Duties will include, but not be limited to the following:

•Communicate agency goals and objectives to agency executives and advise agency management on diversity and inclusion, and equal opportunity matters.
•Run reports and analyze data to produce reports related to agency diversity and inclusion, and equal opportunity programs.
•Participate in all recruiting/talent acquisition activities, including but not limited to job fairs, college visits, and social media marketing.
•Develop internal communications plan to build awareness and understanding of the talent acquisition and diversity efforts.
•Research and develop opportunities to recruit, retain, and promote a diverse workforce, including the use of social media presence and web-based recruitment tools.
•Advertise and promote employment opportunities to non-traditional and diverse target communities in collaboration with Human Resources’ Personnel Services Unit.
•Analyze data and produce reports related to agency diversity and inclusion, and equal opportunity programs.
•Train agency employees on equal opportunity issues related to employment.
•Participate in the hiring process to ensure that equal opportunity and diversity is considered in the agency selection process.
•Develop relevant programming to enhance employees’ cultural awareness.
•Integrate diversity and inclusion, and equal opportunity activities into core DHSES talent acquisition processes, evaluate the effectiveness of such processes and develop and institute corrective actions.
•Build mechanisms to influence broader diversity sourcing efforts and pipelines across the sourcing team(s), leveraging non-conventional (out of scope thinking).
•Assist in the development of networks both internally and externally in the organization to identify key talent and build ongoing pipelines for a diverse workforce.
•Assist in creating an external network of diversity and recruitment contacts and vendors.
•Perform full range of supervisory responsibilities.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
