Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum Qualifications:
One year of experience where most work time is spent performing various communication tasks centered on customer service, and primarily, but not exclusively, deal with the general public.
Competitive Minimum Qualifications:
Current New York State Department of Health employee with permanent or contingent permanent status as an Office Assistant 2, Grade 9, OR current New York State employee with one or more years of permanent or contingent-permanent status in a title at or above a Grade 7, and eligible for transfer under Section 70.1 of the Civil Service Law.
Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service or 55-b/55-c service in an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. Preferred Qualifications: Strong communication and organizational skills. Familiar with Microsoft applications including Outlook, Word, Excel, SharePoint, and Teams.
Duties Description The OA 2 will assist with designing clerical processing procedures, reviewing, and updating existing procedures, and training other clerical staff on these processes. This includes proof-reading fiscal and written documents, reviewing and completing basic numerical calculations, preparing documents for issuance to contractors and the public, gathering and compiling information from documentation provided, monitoring shared email boxes, scheduling meetings upon request, updating calendars, and maintenance and organization of program documents using electronic filing systems.
Additional Comments This position is part of a developing unit and requires flexibility, creativity, and eagerness to learn.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service in an office assistant, clerical, or keyboarding title allocated to Grade 5 or higher. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
