Minimum Qualifications Permanent Qualification:
Candidates must have one year of permanent competitive or 55/b/c service as a Senior Budgeting Analyst, Grade 18.
Eligible List Appointment:
Candidates who are reachable on the NYS Gaming Commission’s Public Administration Trainee Transition (PATT) eligible list #00-500010 OR Candidates who are reachable on the Professional Career Opportunities (PCO) eligible list #26-872010 most likely with a score of 100 or higher-may be considered for appointment. Successful completion of two-year traineeship leads to appointment as a Senior Budgeting Analyst, SG-18.

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.
NON-COMPETITIVE NY HELPS MINIMUM QUALIFICATIONS:
• A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
Substitution:
• A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

No Exam Required under NY HELPS.
Generally, titles filled via transition and open-competitive minimum qualifications may be recruited for using competitive methods, including transition lists and NY HELPS concurrently. Most current and future transition eligible lists do not need to be exhausted prior to making an NY HELPS appointment. However, for any transition title with newly established open-competitive qualifications, but where only a transition exam has recently been held, the resulting transition eligible list established on or after April 24, 2024, must be exhausted prior to making NY HELPS appointments to that title. Upon the establishment of a new transition list (where an open-competitive exam for the same title was not also held), agencies will have one month after the transition list establishment to make appointments from open recruitments; at one month, the transition list must be exhausted prior to making additional NY HELPS appointments.
Duties Description Reporting to the Associate Budgeting Analyst the Senior Budgeting Analyst will perform duties that include, but are not limited to, the following:
• Assist in processing transactions in the Statewide Financial System (SFS) consistent with Office of the State Comptroller (OSC) and Division of Budget (DOB) guidelines.
• Facilitate accounts payable transactions, including processing and verification in SFS and maintaining supporting documentation as necessary.
• Review, approve, and assist employees with agency travel transactions in SFS.
• Create journal entries and ensure proper entry into software and SFS.
• Assist in the monitoring and reconciliation of account balances of various funds and monitor expenditures against budgeted spending targets.
• Assist in analysis of revenues and expenditures to ensure they are aligned with funding levels.
• Assist in research of project costs and preparation of cash spending projections.
• Assist in the preparation and documentation of regulatory billings for reimbursement of expenditures for programs including Commercial Gaming, Indian Gaming, Interactive Fantasy Sports, the Agricultural and New York State Horse Breeding Development Fund, and the Thoroughbred Breeding and Development Fund.
• Compile reports for various programs and projects as requested by management and outside agencies.
• Facilitate the proper collection, recording and distribution of Video Gaming, Horse Racing, Commercial Gaming, Indian Gaming, Charitable Gaming, Mobile Sports Wagering and Interactive Fantasy Sports program revenues and expenses.
• Other duties as assigned.
Preferred Skills:

• Ability to problem solve, multi-task, and manage multiple priorities.
• Knowledge of Article 34 of the NYS Tax Law, Racing, Pari-Mutuel Wagering and Breeding Law, and State Finance Law.
Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.
PROHIBITION AGAINST PLAYING AND WAGERING:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
