Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must possess a master’s degree AND four of professional experience in an education organization working with elementary, middle, or secondary schools in the implementation of educational programs or educational grants OR four years of professional experience working with members of minority groups, economically disadvantaged students, students with disabilities, English Language Learners, gender groups, and migrant students, students experiencing homelessness and students in foster care, as well as neglected and/or delinquent youth OR four years of professional experience in classroom teaching or serving as an administrator in a public school.

Duties Description The New York State Education Department’s (NYSED) Office of P-12 Education’s Office of Accountability is seeking candidates for one Project Coordinator position in the Office of Every Student Succeeds Act (ESSA)-Funded Programs. The Office of ESSA-Funded Programs is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA) and federal stimulus acts. New York State has been allocated more than $14 billion combined under the Governor’s Emergency Education Relief Fund (GEER) and the Elementary and Secondary School Emergency Relief Fund (ESSER). Under the supervision of Supervisors of Education Programs within the office of ESSA-Funded Programs, the incumbents of this position will operationalize administration, implementation, and monitoring of these federal programs in compliance with all federal statutory requirements. Duties of this position include, but are not limited to, the following:

• Collaborate with the Director of ESSA-Funded Programs, Supervisors of Education Programs in the office of ESSA-Funded Programs, and other internal stakeholders, as applicable, to ensure the successful administration, implementation, and monitoring of the GEER and ESSER Programs;
• Facilitate clear and timely communication among internal and external grant stakeholders;
• Apply written policies and procedures for the successful administration, implementation, and oversight of the GEER and ESSER programs;
• Conduct monitoring of CARES, CRRSA and ARP Act programs to determine LEA (Local Education Agency) compliance with programmatic and fiscal requirements;
• Implement monitoring forms and monitoring review protocols including instruments and tools to ensure successful oversight of the grant programs;
• Develop data collection tools focused on reporting elements required by the United Stated Department of Education (USDE);
• Facilitate comprehensive training for Project Assistants to ensure review and monitoring protocols are applied with consistency;
• Work with internal and external partners to develop written documents and make presentations tailored for a variety of audiences;
• Manage grant implementation according to the Uniform Grants Guidance, federal and State regulations;
• Track budgets and facilitate multiple procurement processes, working in coordination with the Department’s fiscal team;
• Collaborate with internal staff to ensure the collection, analysis, and dissemination of data required for the successful implementation and coordination of the grant;
• Manage the effective administration of grant activities including, but not limited to, data reporting and analysis, budget administration, and workplan amendments;
• Prepare and submit all required reports and oversee recordkeeping of all documents related to the grant
• Serve as a content expert in the delivery of LEA technical assistance regarding grant implementation;
• Develop various technical assistance resources including but not limited to guidance documents, webinars, and presentations; and
• Perform other duties, as required.

Additional Comments CONDITIONS OF EMPLOYMENT: This position will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. The position will require 30% statewide travel.

* Leads to a maximum salary of $121,360 based on annual performance advances.
