Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:

Duties Description PROGRAM OVERVIEW:
The Office of Research and Strategic Analysis (ORSA) provides crosscutting support to HCR’s executive and program leadership in advancing the agency’s mission to build, preserve, and protect affordable housing, and increase homeownership in New York State. Created in late 2017, the ORSA team consists of data scientists, analysts and policy specialists who, using quantitative and analytical research methods and strategies, provide data-driven guidance on high-priority initiatives and answer questions that are critical to the success of the agency and component programs and offices.
The Pro-Housing Community (PHC) Program is an innovative policy designed to reward local governments that are working hard to address New York’s housing crisis. In July 2023, Governor Hochul signed Executive Order 30 creating the PHC Program. In 2024, certification in the program was added as a requirement for eligibility in specific discretionary state grant funding sources. Each participating municipality must submit zoning and building permit data to qualify for the program.
DUTIES:
Reporting to the Office of Research and Strategic Analysis (ORSA) Geospatial Information Systems Manager, the Program Research Specialist 1 (PRS 1 acting as a Pro-Housing Community Quantitative Data & Policy Analyst) is responsible for ensuring that data collected through this program is consistently, imaginatively, and effectively used to drive decision-making for the Pro-Housing Community (PHC) program and in the agency as a whole. Using their proven quantitative skills, the PRS 1 will work closely with other members of ORSA, with the PHC team, and with other stakeholders in the agency to manage, interrogate, and visualize data collected and created through the PHC program. These data, gathered from participating municipalities, combined with, and contextualized by, proprietary and publicly available data, will broaden the public’s understanding of how land use, zoning, and housing permitting trends are changing throughout the state. The PRS 1 will use their skills to develop new visualization and reporting tools that will be of use to residents, municipal policymakers, and other stakeholders throughout New York.
By providing visualization support for both the PHC program and other areas within the agency through the development of compelling graphics, charts and multimedia visuals, the analyst will fill a critical gap in HCR’s skill set. Working with the Director of the PHC Program, the PRS 1 will demonstrate strong visual skills in geospatial and graphical representation of data through the use geospatial tools, data mining techniques, and statistical analyses. They will develop compelling outputs for use in public presentations and for online content. They will assist the Director of the PHC Program in coordinating with outside researchers and other stakeholders to build a body of knowledge about the impacts of the PHC Program on New York State residents and communities. They will also coordinate with the public information and intergovernmental affairs offices to help provide a visual representation of the data about the program and broader housing and community renewal efforts statewide.
Duties and Responsibilities include, but are not limited to:
•Support programs and the overall organization in addressing various ad hoc policy and ongoing data questions:
o Data Quality Assurance;
o Methodology development and documentation;
o Reporting functions for program requirements;
o Providing policy frameworks and quantitative scenario analysis.
•Managing the production of regular and replicable reports that provide internal HCR stakeholders up-to-date information about the Pro-Housing Community (PHC) program, progress toward stated goals and program mission.
•Liaising with program and policy staff about ad hoc requests and ongoing research projects.
•Managing the production of work products—such as presentations, memos, reports, dashboards, data tools, etc.—that appropriately communicate the results of analyses and are responsive to the needs of the end user(s)/audience/stakeholder(s).
•Creating, editing, and maintaining visual content including maps, charts, and graphs.
•Cleansing and preparing data sets, transforming datasets and other quantitative and qualitative analyses into clear visuals.
•Maintaining public tools and communications, including dashboards, reports, and presentations for a broad public audience.
•Work closely with the HCR Public Information Office and Governor’s Office to respond to specific request from press, elected officials, or other stakeholders.
•Supporting policy development in multiple types of housing policy
