Job Specifics
Minimum Qualifications Bachelor’s degree from an accredited college and six years of relevant experience as indicated below*. At least two years of the experience must have been at a managerial level.
Substitution: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Relevant experience*:
• Implementing, guiding, or directing efforts associated with organizations that include diversity and inclusion, equal opportunity, civil rights, minority business development, or similar Diversity Equity Inclusion Access (DEIA) programs.
Duties Description Reporting to the Commissioner, the Special Assistant (Chief Diversity Officer DHSES) will be dedicated full-time to diversity, equity, inclusion and accessibility work for the Division of Homeland Security and Emergency Services in accordance with Executive Order 187. The incumbent will be responsible for ensuring that the agency’s policies and actions are consistent with all federal and State laws, rules and regulations, and State Executive Orders and instructions.
Duties will include but are not limited to the following:
• Participate at quarterly meetings of the New York State Workforce Diversity and Inclusion Advisory Council.
• Provide executive level guidance and advice to the Commissioner and Executive team members regarding diversity and inclusion in the workforce and equal opportunity matters.
• Ensure the agency is in compliance with all federal and State laws, rules and regulations; ensure compliance with State Executive Orders and instructions.
• Oversee and administer the agency’s Language Access Program and Employee Assistance Program.
• Monitor and implement written diversity and inclusion plans on a continuing basis; revise or amend such plans as needed and provide regular reports on progress to agency executive and incorporate recommendations for improving and strengthening such efforts.
• Prepare comprehensive objectives for the employment of minorities, women, lesbian, gay, bisexual, transgender and queer (LGBTQ+) individuals, disabled persons and veterans.
• Coordinate with the Office of Administration and Finance’s Workforce Development Office on diversity, equity, inclusion and accessibility matters.
• Oversee existing and implement new agency diversity and inclusion plans, including policies, objectives, implementation strategies and trainings.
• Coordinate with the executive Policy team to ensure that the DHSES Strategic Plan aligns diversity and inclusion values with agency goals.
• Coordinate with the DHSES Public Information Office on community outreach; create and maintain relationships with local, county and State DEIA organizations.
• Prioritize diversity and inclusion in executive leadership meeting agendas, agency and office-wide meetings, and employee trainings.
• Provide advice to the Chief Disability Officer for equal opportunity practices for recruitment, hiring, advancement opportunities and performance evaluations, to attract and retain a qualified diverse workforce.
• Perform full range of supervisory responsibilities.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
