For appointment to Retirement Systems Information Representative Trainee 1 (equated to SG-14), you must have:
• A bachelor’s degree
For appointment to Retirement Systems Information Representative Trainee 2 (equated to SG-16), you must have:
• A bachelor’s degree AND
o Either One year of professional experience*; OR
o A Juris Doctor, master’s or higher degree in a field related to the position being filled
For appointment to Retirement Systems Information Representative 1 (full journey level SG-18), you must have:
• A bachelor’s degree AND two years of professional experience*; OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience*.
*Professional experience must be performing the duties of the full performance level position: conducting retirement planning consultations with members; developing informational materials; participating in or conducting seminars; and responding to inquiries from employers and active or retired members.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 transfer:
For 70.1 transfer to a Retirement Systems Information Representative 1, SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above; SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

Duties Description Using in-depth knowledge of Retirement and Social Security law, Comptroller’s Rules and Regulations, and division policies and procedures, disseminate retirement information to members of the New York State and Local Retirement System. Provide initial personal contact response by telephone or in person to customers seeking information regarding the Retirement System.
• Conducts personal interviews or consultations at our Albany Information Office and at various field locations as needed.
• Calculates benefit projections for potential retirees.
• Participates in or conducts benefit seminars in Albany or various locations around the State.
• Assists staff during interviews as necessary to ensure that members and retirees receive both pertinent information and timely service.
• Functions as front-line staff in a Call Center environment, conducting phone consultations, taking escalated calls, and responding to in-depth member questions.
• Assists in the application and distribution of new retirement legislation and the resulting rules and regulations.
Demonstrates extensive knowledge of the RSSL and other Retirement related law, the Comptroller’s Rules and Regulations, and other Retirement policies and procedures.
• Completes and/or approves email inquiries and written correspondence as necessary.
• Provides written communications concerning changes in Law, policy, or procedure to staff.
• Assists in developing informational materials.
• Ensures the status of pending legislation is communicated to staff often and routinely.
• Represents the BIS Bureau at meetings.
• Answers or obtains the answers to complex benefit administration questions.
Participates in the development and improvement of infrastructure or special projects that support the information programs.
• Ensures that the latest technologies are available while conducting Retirement benefit seminar programs to groups statewide, as well as appropriate information for special presentations, such as those for members of special plans or PFRS.
• Meets with representatives of participating employers, public employers and union groups concerning benefits provided to covered employees, impact of austerity and employee layoffs of retirement benefit coverage and benefit cost, and compliance with Retirement System rules and regulations.
• Reviews and assists in the conceptual development, committee adoption and approval of bidding, contract processing and eventual production of various informational mailings.
Develops and champions initiatives to improve the delivery of information to members/employers.
• Assists in the development and implementation of internet-based applications and other innovative information sharing techniques. Researches and recommends new technologies and makes relevant suggestions/recommendations regarding technology that enables customer service.
• Interprets feedback from System members, pensioners and employees regarding System policies and procedures, and proposes methods to improve the quality of customer service to Bureau management.

• Exhibits excellent interpersonal skills with staff and customers, both over the telephone and in-person.
• Possesses effective oral and written skills.
• Performs tasks accurately and within specific time frames.
• Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its 60 different case types and action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures.
• Demonstrates the ability to perform complex mathematical calculations as necessary.
• Acquires, retains and applies extensive Retirement System knowledge to respond to customer inquires.
• Demonstrates the ability to effectively supervise subordinate staff and apply Agency policies and procedures.
• Possesses a valid driver’s license for travel purposes.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
