Minimum Qualifications Competitive: Current NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)
NY HELPS: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.
Preferred Qualifications: CERTIFICATIONS / LICENSES: New York State DOH Emergency Medical Technician (EMT), or Advanced Emergency Medical Technician Certification required; Incident Command System (ICS) certificates including, Introduction to the Incident Command System (ICS-100); Basic Incident Command System for Initial Response (ICS-200); Intermediate Incident Command System for Expanding Incidents (ICS-300); An Introduction to the National Incident Management System (IS-700); An Introduction to the National Response Framework (IS-800). EXPERIENCE: Minimum of four years of experience in emergency management, healthcare administration, or a related field, with significant experience in operations coordination within a healthcare or emergency response setting; Proven track record of effective leadership in 24/7 operation environments, particularly in roles that require acute situational awareness and rapid response decision-making; Experience in supervising teams, conducting training and exercises, and developing and implementing operational plans and COOP (Continuity of Operations Planning); Demonstrated ability in data analysis and incident response, with experience in managing complex communication systems and operational databases; SKILLS / KNOWLEDGE / ABILITIES: Strong leadership skills with the ability to oversee and develop teams in high-stress situations; Excellent communication and coordination skills to effectively manage interactions with a diverse array of internal and external stakeholders, including healthcare facilities, emergency responders, and public safety agencies; In-depth knowledge of emergency medical and acute health care delivery systems, including understanding the logistics of resource allocation during emergencies; Proficient in the use of technology and information systems relevant to emergency operations and medical coordination; Ability to analyze complex data and provide comprehensive operational briefings and situational analyses; Skilled in administrative and staff services, with a capability to handle administrative tasks efficiently while maintaining high standards of operational integrity and compliance.
Duties Description The State Medical Operations Coordination Center (SMOCC) Unit Leader (Health Systems Specialist 1 EMC) plays a critical role in ensuring the effective coordination and emergency response of the state's emergency medical and acute health care delivery system. These positions are responsible for maintaining 24/7 health care system situational awareness by monitoring, analyzing, and prioritizing critical information from various sources. The role involves preparing operational briefings, maintaining contact information, operational databases, and complex communication systems, and making necessary notifications to internal and external stakeholders. The SMOCC Unit Leader supervises a team of SMOCC unit specialists who provide vital support to regulated healthcare facilities, emergency responders, public safety agencies, and other emergency services partners.
This is a 365-day, 24/7 operation. Shifts will be assigned as follows: Day Shift from 7:00am to 3:00pm; Evening Shift from 3:00pm to 11:00pm; Night Shift from 11:00pm to 7:00am.
The major functions and associated duties for this position include, but are not limited to: 1) Situational Awareness and Analysis: Monitor and prioritize critical information from multiple sources to maintain situational awareness of the state's emergency medical and acute health care delivery system; Prepare comprehensive operational briefings and situational analyses for command staff, addressing both emergency and non-emergency situations; Maintain awareness of incidents affecting the state's emergency medical and acute health care delivery system, ensuring timely response and resource allocation; Analyze data related to emergency medical incidents, response times, and resource utilization to identify trends and areas for improvement. 2) Communication and Coordination:Engage in effective communication with internal and external stakeholders, verifying incident details, and facilitating coordinated response efforts; Maintain contact information, operational databases, and complex communication systems to enable efficient communication during emergency situations; Initiate notifications to various program divisions, bureaus, regulated healthcare facilities, practitioners, and other pertinent entities when immediate action is necessary; Provide essential support to regulated healthcare facilities, emergency responders, 911/public safety answering points (PSAPs), EMS, and other emergency services partner agencies and organizations; Assess the availability and allocation of critical resources such as medical supplies, personnel, and equipment during emergencies; Participate in training sessions and exercises to ensure that emergency medical and acute health care delivery personnel are prepared to respond effectively; Develop and maintain COOP plans to ensure that essential medical services can continue in the event of disruptions. 3) Supervision and Team Development: Oversee and mentor lower-level SMOCC staff in the execution of their duties, fostering individual and team growth; Handle administrative responsibilities, including processing timecards, approving leave requests, conducting interviews for potential new hires, and completing performance evaluations for assigned staff; Assist in the development, review, and revision of policies and procedures related to SMOCC operations; Foster partnerships and collaboration with other emergency response agencies, healthcare facilities, and public safety organizations to enhance the overall response to incidents affecting the state's emergency medical and acute health care delivery system. 4) Administration and Staff Services: Provide technical support and guidance to team members, including lower-level situation unit staff, ensuring they have the necessary resources and assistance to fulfill their roles effectively; Maintain and update critical databases, ensuring data accuracy and integrity. Keep track of relevant timelines, deadlines, and regulatory requirements; Assist in resource allocation, including personnel and equipment, to support emergency medical response efforts; Collaborate with other departments and teams within the organization to ensure seamless coordination of activities, share critical information, and optimize resource utilization; Provide support in the development and implementation of policies and procedures related to emergency medical care and response, contributing to an efficient workflow; Execute various administrative tasks as required by supervisory personnel, contributing to the overall efficiency and effectiveness of the unit.
Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
