Job Specifics

Duties Description The incumbent will be required to:
• Oversee the Internal Control review process;
• Assist in maintaining CED’s Business Continuity Plan;
• Create, review, and analyze various reports and product/service usage;
• Participate in form and publication creation, development, review, and update functions for CED-related content;
• Provide CED documents requested under FOIL;
• Exhibit a strong attention to detail;
• Ability to work independently and exercise good judgment;
• Communicate effectively, both verbally and in writing;
• Ensure staff adherence to the secrecy provisions of the Tax Law and provide for the safeguarding of information subject to secrecy requirements;
• Identify, recommend, and assist in the implementation of standards, guidelines, policies, and procedures regarding division operations and serve as a liaison with other areas of the Tax Department and also external stakeholders;
• Must have strong communication skills, both verbally and in writing;
• Manipulate an alphanumeric keyboard and use a PC to enter data, produce reports, access files and databases; and
• Comply with the Office of Human Resources Management; Diversity, Equity & Inclusion; Code of Conduct; Ethics; and Internal Control rules, policies and procedures; and
• Adhere to the Department's time and attendance rules and regulations.

Supervision
• Assign work to team members and monitor their progress;
• Work with staff to develop time frames around critical dates to ensure timely completion of assignments;
• Complete staff performance evaluations and probationary reports providing feedback on performance and opportunities for growth, and assist in counseling and disciplinary actions as necessary;
• Develop and manage training plans for subordinate staff; and
• Supervise and enforce proper conduct and adherence to time and attendance rules.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1: Bachelor’s degree or higher.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Senior Administrative Analyst, SG-18 level.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the appropriate eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.
This position is filled as a traineeship:
Trainee 1, equated to a grade 14: starting salary is $ 52,198.
Trainee 2, equated to a grade 16: starting salary is $ 58,247.
Successful completion of a two-year traineeship will lead to SG-18, starting salary $65,001.
