Job Specifics

Duties Description Reporting to the Research Scientist 4 on the Public Health and Education team in the Office of Health and Scientific Affairs, the incumbent of this position will coordinate and help manage public health research and analysis activities to support policy development and public health programmatic efforts. The incumbent will assist with the development, implementation and analysis of New York State’s cannabis data monitoring and surveillance plan, from assisting with establishing data use agreements and gaining access to needed data sources, to developing research and analysis plans, and assisting with the execution of those plans, and disseminating results to multiple audiences to make results actionable.

Duties include but are not limited to:

• Plan and coordinate the implementation of the New York State Cannabis Surveillance Plan including the dissemination of research findings into reports, data to action briefs. Coordinate the development of research findings to inform the development and dissemination of public education materials.
• Provide analysis and input on policy development. Research public health policy options and make recommendations to leadership as to how to implement evidence-based practices in cannabis policy.
• Serve as public health evaluation subject matter expert across initiatives including the Cannabis Surveillance Plan, reports, programs, campaigns and educational efforts, and procurements.
• Evaluate public education campaigns, including identifying evaluation key performance indicators (KPI) and necessary data collection or sources and analyzing and disseminating results.
• Analyze and assist with the analysis of public health data, including identifying or developing public health and safety KPIs, monitoring quality of KPIs and methods to ensure integrity, reliability, and usefulness, analyzing data, and interpreting results to inform policy, agency functions, and the evidence-base at large.
• Coordinate with other State agencies as needed to access data sources external to the agency and collaborate with agency partners on cannabis-related KPIs and surveillance.
• Remain abreast of and comply with all applicable laws, regulations, and policies.
• Analyze data from OCM, State, and federal data sources, and any other relevant data sources, in support of understanding cannabis.
• Perform literature searches and stay abreast of current cannabis related research.
• Supervise staff within the Unit and perform a full range of administrative duties related to supervision, record keeping, etc.
• Other duties as assigned.

Minimum Qualifications A bachelor’s degree and four years of professional research experience* in an appropriate field.

*Substitutions: a master’s degree in an appropriate field may substitute for one year of experience, and a Ph.D. in an appropriate field may substitute for an additional year of experience.

Additional Comments NOTE:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
