Job Specifics
Duties Description Under the general direction of the Deputy Commissioner for the Division of Juvenile Justice and Opportunities for Youth (DJJOY), the Associate Commissioner for Community Partnerships and Family Engagement (OCPFE) will be responsible for all aspects of DJJOY operations that relate directly to achieving improved life outcomes for youth by safely guiding, supporting, and supervising youth in the agency's custody, and their families, through the coordinated provision of agency and community resources.
Specific duties and experience for this role include, but are not limited to, the following:
• Preferred experience in the criminal / juvenile justice field including, but not limited to the re-entry and re-integration and or social work field, with a focus on criminal / juvenile justice, advocacy, and re-entry.
• A working knowledge of cross agency and community service entities to establish partnerships with state & local agencies, licensed community organizations and individuals to address juvenile rehabilitation and successful community re-entry.
• Oversee all operations and services provided by the community-based staff to meet the needs of juvenile clients in the community.
• Oversight and monitoring of re-entry and transitional planning for youth in OCFS facilities and Community Multi-Services Offices (CMSO), to assure the highest professional standards are realized by recognizing and promoting best practices.
• Responsible for the development and implementation of new community models based on best practices.
• Assess and analyze existing data to make informed decisions / improvements to service delivery.
• Supervision of staff and key program areas.
• Manage the Bureau of Classification and Movement in its critical core function of coordinating the safe and swift movement of youth through the OCFS system and ensuring compliance with all laws and judicial orders including the Interstate Compact for Juveniles (ICJ) and the New York State Department of Corrections and Community Supervision (DOCCS).
• Interact with Agency Commissioner, Deputy Commissioners, Associate Commissioners, and Program Managers to provide updates and guidance regarding community-based activities.
• Responsible for system expansion, hiring and training of community workers, re-entry services, the adoption of risks-needs-responsivity framework and the creation and implementation of a post-release supervision model.
• Travel is required.
Minimum Qualifications Bachelor’s degree in social work, criminal justice, psychology, or human services and eight years of progressively responsible community-based experience providing programming to court adjudicated youth and their families. In addition, three years’ experience supervising/managing program staff providing services to youth involved in the juvenile justice system.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
