Job Specifics

Duties Description The New York State Education Department’s (NYSED) Information Technology Services Office is seeking candidates for an Information Technology Specialist 3 (Information Security) position within the Information Security Office. Under the supervision of NYSED’s Chief Information Security Officer, SG-NS, the incumbent of this position will support the securing of applications and systems for NYSED, assist with incident response and breach management, and work with the ITS office to resolve virus and malware instances on systems in an efficient manner. Duties of this position include, but are not limited to, the following:
• Investigate alerts that are detected using security applications, vulnerability scans, and security information event management (SIEM) tools;
• Monitor NYSED’s network through alerts received from our Managed Security Service system, firewalls, applications, and software vulnerability scans documenting the process and findings;
• Provide direct supervision to staff in the Information Security Office. Provide guidance, mentorship, and support to ensure the efficient and effective execution of security initiatives;
• Remain abreast of evolving technical and security requirements and communicate compliance obligations to relevant stakeholders;
• Manage level I incident response activities, e.g., alert investigation, incident data collection, and impact assessment and recovery;
• Develop scripts and tools as needed by team members to support operations and automate repetitive tasks;
• Design, test, and promote to production processes to create security alerts and manage incident workflow;
• Collaborate with other departments, such as Information Technology Services to investigate incidents, contain threats, and implement remediation measures;
• Post alerts to the ISO website to keep the Department updated; and
• Supervise Information Technology Specialist 2 (Information Security), SG-18, positions within the unit.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NON-COMPETITIVE APPOINTMENT: Candidates must possess a bachelor’s degree with at least 15 credit hours in cyber security, information assurance, or information technology AND two years of information technology experience, including one year of information security or information assurance experience**.

SUBSTITUTION: bachelor's degree candidates without at least 15 course credits in cyber security, information assurance, or information technology require an additional year of general information technology experience to qualify. Appropriate information security or information assurance experience may substitute for the bachelor's degree on a year for-year basis; an associate degree requires an additional two years of general information technology experience.

**Experience solely in information security or information assurance may substitute for the general information technology experience.

Additional Comments CONDITIONS OF EMPLOYMENT:

This position is pending non-competitive status. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work. Filling of this position is contingent upon Division of the Budget approval.

This position leads to a maximum salary of $106,454 based on annual performance advances.
