Job Specifics
Duties Description The Data and Systems team at the Office of Cannabis Management (OCM) is seeking a Program Analyst 2 to support agency studies, data collection and analysis, dashboard development, and evaluating New York State cannabis policies and regulations. The ideal candidate will be comfortable working in a fast-paced environment, be adaptable to the fluctuations in regulating the evolving cannabis industry and be an active participant in shaping an emerging New York State agency. The selected candidate will report to the Director of Data and Systems with a dotted line to other data analysts, collaborating across OCM business teams, partners at the NYS Office of Information Technology Services (ITS), and other agencies to collect relevant data and develop reports. This is an exciting opportunity for a program analyst to help develop data driven solutions to shape an emerging agency’s policies and operations.
Duties include, but are not limited to:
• Cleaning and classifying data, updating data, performing quality control, and developing methods and procedures to produce accurate and efficient analysis.
• Performing descriptive and inferential analysis using statistical software, R and Python.
• Helping to align data collection activities across business teams.
• Helping to establish key performance indicators, track business objectives and outcomes across OCM, inform executive leadership through dashboards and policy briefs, and guide agency planning.
• Developing interactive dashboards.
• Performing spatial analysis using statistical software and/or ArcMap.
• Researching new GIS, visualization, and analytic technology to improve research and process improvements at OCM.
• Explaining analytical methods and outcomes, and technical concepts to nontechnical staff.
• Preparing and presenting clear and well-organized written and oral reports to internal teams, executive leadership, and other groups as required.
• Providing technical support to staff as needed.
• Participating in strategic planning efforts to design, purchase, and implement new systems and software needed in the Office.
• Perform full range of supervisory functions.
• Other duties as assigned.
Desired Experience/Skills:
• Proficiency in writing SQL queries.
• Proficiency with R and/or Python.
• Familiarity with BI tools such as Power BI.
• Working knowledge of GIS concepts and applications.
Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.
*Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.

Downstate: Location Pay of $3,400
Notes:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
