Job Specifics
Duties Description The incumbent will support the Disaster Recovery Programs Finance Section. The duties include, but are not limited to:
• Develop and maintain knowledge of all applicable State and Federal laws, rules, and regulations relating to recovery programs and grant administration.
• Research current recovery concepts, communicate current program guidance and administration functions and provides same to local, regional, and state entities.
• Assists with the development, delivery, and review of specific trainings and briefings for both internal and external use.
• Compiles data and responds to inquiries and formal requests from FEMA, state entities and applicants.
• Utilizes the Statewide Financial System of New York to process reimbursement requests into SFS.
• Records, reviews, and tracks various data to include procurements, contracts, and affiliated documents.
• Writes status reports, program and financial letters keeping DHSES leadership updated on assigned projects.
• Conducts Vendor Responsibility research by following the vetting process to include communication with internal and external partners.
• Disseminates program information to staff and applicants relative to eligibility, availability, and procedural requirements.
• Monitors projects.
• Develops program and implementation strategies for declared and non-declared disaster events and support operational components of the unit.
• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serves as a lead State Recovery program representative or in other leadership roles during active disasters.
• Perform other duties and special projects as required.
• Potential to supervise permanent, temporary staff, and contractual staff performing all supervisory duties as required.
• 10% Travel will be required as needed; possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
**DHSES Program Administrator level requirements:
DHSES Program Administrator Trainee 1 (equated to SG-14) - 4 years of qualifying experience*
DHSES Program Administraitor Trainee 2 (equated to SG-16) - 5 years of qualifying experience*
DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*
*Qualifying experience must be in one or more of the following areas:
• Administration of federal, state or locally funded grant programs
• Preparing and processing applications for disaster mitigation/recovery projects
• Processing requests for grant project payments and performing financial reviews required for final payment
• Damage assessment and identification of appropriate assistance funding programs
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.
Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.
OR
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Admin 1, Trainee 1, Trainee 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 13 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.

Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
