Job Specifics

Duties Description This position serves in the Disaster Recovery Programs Public Assistance Field Support Unit. Duties include but are not limited to:

• Assists in coordination and operations during active disasters - while working with the DHSES Joint Field Office (JFO) liaison establish and operate the JFO, coordinate field staff, establish procedures for tracking applicants and project status, and conduct Applicant Briefings.

• Coordinates with FEMA and other Unit/JFO personnel to ensure the necessary permissions are granted to personnel during active disasters and coordinate DHSES personnel support for FEMA training. Provide appropriate training in system use and act as the point of contact between DHSES and FEMA to address and resolve system issues at the JFO.

• Understands and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.

• Provides accurate up-to-date policy guidance (from the Stafford Act, 44 CFR, 2 CFR, and other PA policies) to DAR staff and applicants.

• Understands program policy and priorities in support of DHSES and the Office of Disaster Recovery Programs (DRP) goals.

• Facilitates and delivers trainings and workshops to inform and educate applicants and staff of DRP and administrative processes.

• Provides appropriate training in coordination with County Emergency Managers and DHSES OEM Regional leadership and ensure information accuracy. Also, coordinates with DRP staff and leadership to identify training needs and ensure timely delivery to the Field Staff.

• Attends various meetings as needed with external and internal audiences.

• Supports and staffs active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.

• Potential to supervise staff and perform all associated duties related to supervision.

• Perform other duties and special projects as required.

• Travel may be required, including during evening and weekends, approximately 20% depending on mission and assignment. Requires possession and maintenance of a valid Driver’s License is required.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**DHSES Program Administrator level requirements:
DHSES Program Administrator Trainee 1 (equated to SG-14) - 4 years of qualifying experience*
DHSES Program Administrator Trainee 2 (equated to SG-16) - 5 years of qualifying experience*
DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*

*Qualifying experience must be in one or more of the following areas:
• Administration of federal, state or locally funded grant programs
• Preparing and processing applications for disaster mitigation/recovery projects
• Processing requests for grant project payments and performing financial reviews required for final payment
• Damage assessment and identification of appropriate assistance funding programs
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies.

Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.

OR

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Admin 1, Trainee 1, Trainee 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 13 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.

Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
