Job Specifics
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1, Grade 18, position assigned to the Bureau of Environmental Health & Safety. The Contract Management Specialist position is important to program operations by providing management, supervision, & coordination of contract functions. The incumbent of this position will be responsible for statewide administration of the Johnson Control contract, providing security and fire protection services to 16 adult psychiatric centers, 6 children and youth psychiatric centers, 3 forensic psychiatric centers, 2 research facilities, and several OMH outpatient clinics. Specific duties to be performed may include, but are not limited to, the following:
Assist with the day-to-day oversight of the OMH Security and Fire contracts. Work with the Director to ensure that contract goals are being met and systems are being properly maintained, and system inspection schedules are being met. Attend regular meetings with stakeholders to review project status and address concerns.
Actively track expenditures against the contract using an established tracking process. Monitor and track requests received from OMH facilities to ensure they are initiated and completed timely following an established process which includes tracking the Fire and Security email boxes for receipt of requests, reviewing requests for necessity with the Director, sending requests for price quotes and fair and reasonable review if warranted, provide approval to the contract vendor to initiate/complete work and close out the project with appropriate final information.
Receive and review vendor invoices for processing for payment. Ensure invoices meet expectations as far as scope and cost. Address questions directly with the vendor and request adjustments to billing as appropriate. Provide monthly updates to the contract spending tracker.
Ensure contractor compliance reviews and checks are completed by the contractor, that expected stock levels are maintained, and that stock rooms are kept organized through the review of contractor provided documentation and confirmation with OMH facilities. Address concerns as they arise.
Annual updates, changes in terms & conditions, and other contract modifications are critical to keeping the contract current and compliant with changing standards.
Minimum Qualifications Non-Competitive Opportunity:
Contract Management Specialist Trainee 1: Candidates must possess a Bachelor’s degree or higher.
Contract Management Specialist Trainee 2: Bachelor’s or higher degree AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: Bachelor’s or higher degree AND two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Transfer Opportunity:
Candidates must have permanent status as a Contract Management Specialist, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the Contract Management Specialist 1 or Contract Management Specialist Trainee level.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. Please note, employees are required to apply and obtain approval through management to telecommute according to operational needs and Agency Telecommuting Program Guidelines.
The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $53,764 (Trainee 1- NS equated to SG-14)
• $59,994 (Trainee 2- NS equated to SG-16)
• $66,951 (Full Performance level SG-18)
