Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Information Technology Specialist IV, SG-25, within the New York State Office of Information Technology Services, Dedicated Support division, Higher Education Services Corporation (HESC) bureau, Higher Education Services Corporation section in Albany, the Project Assistant, NS, will act as lead in production control support of the agency project “PRJ0251739 - HESC Tuition Assistance Program/ISIR Annual Cycle for Academic Year 26/27”. The incumbent will be responsible for the IBM z/OS Mainframe job scheduling for HESC systems. Illustrative duties include, but are not limited to, the following:
· Create nightly run jobs for completion codes for the annual TAP/ISIR Academic Year 25/26 project. Identify and communicate any errors that occur.
· Ensure system availability and workflow for all scheduled activities for this project.
· Create or update, operate and maintain production control scheduling packages for IBM z/OS mainframe including JCL (Job Control Language), IWS (IBM Workload Scheduler), TSO (Time Share Option) as required for the TAP/ISIR Academic Year project requires.
· Update daily job parameters, job setup, execution and scheduling for this project.
· Develop, implement, and monitor the operations of the computer-based processing schedules needed for this project.
· Create, maintain, update, documentation for production control including maintaining runbooks required for this project.
· Create and maintain system incident reports for compilation of daily reports required for this project.
· Manage all files processing in and out of jobs, manual data/file transfers and output distribution as needed for this project.
· Demonstrate knowledge of the mainframe computer system and console software tools.
· Respond to system problems and console messages.
· Report issues to management and provide daily status updates
· Facilitate and participate in meetings with ITS and HESC customers.
· Communicate clearly, both verbally and in technical writing, with HESC and ITS team members.
· Monitor workloads, prioritize and assign tasks, assist to maintain a flow of productivity.
· Perform other tasks as assigned by supervisors as necessary for the efficient operation of the Production Control Unit.
· Perform the full range of supervisory responsibilities as applicable.
Minimum Qualifications Five (5) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations.
o At least one (1) year of IT experience must be in production control.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and four years of experience
• Bachelor’s degree and three years of experience
• Master’s degree substitutes for an additional year of experience
• Doctorate substitutes for an additional 2 years of experience
Preferred qualifications:
• Working experience with operating and maintaining Production Control scheduling packages for IBM z/OS mainframe including JCL (Job Control Language), IWS (IBM Workload Scheduler), TSO (Time Share Option).
• Working experience in update daily job parameters, job setup, execution, and scheduling.
• Working experience in development, implementation, and monitoring the operations of the computer-based processing schedules for customer agencies.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
