Duties Description The New York State Office of Parks, Recreation and Historic Preservation’s Division for Historic Preservation (DHP) helps communities identify, evaluate, preserve, and revitalize their historic and cultural resources. As New York’s State Historic Preservation Office (SHPO), the DHP administers programs authorized by both the National Historic Preservation Act of 1966 and the New York State Historic Preservation Act of 1980.

The Bureau of Technical Preservation Services (TPS) is one of three bureaus within the Division for Historic Preservation. TPS’s mission is to advise and assist Federal and State agencies in carrying out their respective responsibilities under Section 106 of the National Historic Preservation Act and Section 14.09 of the State Historic Preservation Act.

The Division’s Technical Services Unit is responsible for providing technical services for the restoration, rehabilitation, and preservation of privately and publicly owned historic properties, including buildings, structures, landscapes, and objects. Technical Services Unit staff reviews and provides comments on the effects of Federal or State undertakings on the historic built environment in accordance with Federal and New York State historic preservation laws. Additionally, staff review and provide comments on Part 2 and Part 3 Commercial Tax Credit applications.

The Historic Site Restoration Coordinator’s duties include, but are not limited to the following:
• Perform technical review of projects for compliance with historic preservation standards and programs, including determining existing conditions, reviewing architectural plans and design proposals, and evaluating the impact of proposed projects on historic resources.
• Develop treatment recommendations for repair and maintenance activities for compliance with preservation guidelines and principles.
• Review proposed projects and consult with design professionals, project sponsors and others to resolve problems.
• Participate in site visits.
• Assist in planning and designing projects involving historic properties.
• Provide information to staff and the public about technical programs and preservation regulations and standards.
• Understand and apply both the National Register of Historic Places criteria for evaluation and the application and interpretation of the Secretary of the Interior's Standards for Rehabilitation.
• 25% Travel may be required.

Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS the qualifications are:

Either 1. a bachelor’s degree in architecture, architectural engineering, civil engineering, mechanical engineering, structural engineering, historic preservation/restoration planning, or landscape architecture, and two (2) years of experience in a technical or professional capacity working with historic preservation projects.

Or 2. a master’s degree or higher in any of the above disciplines and one (1) year of qualifying experience as noted above.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments:
**For the duration of the NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be proficient with Microsoft Outlook, Word, and Excel.

Experience with the Federal Historic Preservation Tax Incentives program is preferred but not required.
