Job Specifics

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a part-time Instructor (Speech) position in the New York State School for the Blind. Duties of this position include, but are not limited to, the following:
• Administer and interpret standardized speech/language assessments;
• Write speech-language reports/generate recommendations;
• Ensure an appropriate IEP is established and all mandates fulfilled;
• Deliver speech-language services addressing receptive/expressive communication, feeding/swallowing disorders, augmentative/alternative communication, assistive technology, voice/fluency, and/or articulation/phonology and conduct activities for students to enhance development of speech/language skills in areas of need;
• Collect and record data measuring student progress;
• Establish a weekly schedule ensuring that all speech-language caseload mandates are met;
• Assist in Home-Residential-Health Center-School communication and program consistency;
• Perform other Behavioral and Health and Safety Standards as defined in the employee handbook; and
• Perform any other duties as requested by supervisor.

Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a bachelor’s degree or higher AND must possess a New York State teaching certification in Teacher of the Speech and Hearing Handicapped (TSHH) OR a New York State teaching certification in Speech and Language Disabilities.

PREFERRED QUALIFICATIONS: Preference may be given to candidates who possess NYS licensure in Speech Pathology.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, unclassified, 10-month appointment, with the potential of working during the summer school session. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of bachelor’s degree will be required at the time of interview for all candidates. Verification of degree and/or transcripts and valid New York State teaching certification in Teacher of the Speech and Hearing Handicapped (TSHH) or Speech and Language Disabilities will be required for all candidates at the time of interview. Candidates are required to possess valid New York State teaching certification in Teacher of the Speech and Hearing Handicapped (TSHH) or Speech and Language Disabilities with active registration at the time of hire. Continued employment is dependent upon maintaining valid New York State teaching certification in Teacher of the Speech and Hearing Handicapped (TSHH) or Speech and Language Disabilities, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives. Candidates with initial New York State teaching certification will be required to obtain a professional New York State teaching certification in Teacher of the Speech and Hearing Handicapped (TSHH) or Speech and Language Disabilities prior to the expiration of the initial New York State teaching certification. Candidates with permanent or professional teaching certification must maintain valid certification and active registration. Failure to maintain a valid New York State teaching certification with active registration in Teacher of the Speech and Hearing Handicapped (TSHH) or Speech and Language Disabilities will result in removal from employment. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System. The position requires the incumbent to work 17.5 hours of per week. The hours of operation for the NYSSB are Monday through Friday, 7:30am to 3:00pm

*This position leads to a maximum salary of $79,834-$101,788 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
