Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an IES senior technical lead, the IES .NET Developer will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (IES) and will demonstrate a high proficiency in .NET development using C# and ASP.NET MVC and will collaborate with architects, testers and business analysts to implement high-quality code that meets project requirements and adheres to state and federal compliance standards. This work will directly impact the functionality and user experience of a system used by millions of New Yorkers.
Duties include but are not limited to the following:

• Develop, test, and maintain scalable applications using. NET technologies including using C# and ASP.NET MVC.
• Collaborate with business analysts and testers to define technical solutions and resolve defects.
• Write clean, reusable, and efficient code aligned with coding standards.
• Participate in code reviews and contribute to development best practices.
• Assist in troubleshooting production issues and identify root cause.
• Contribute to technical documentation, system design and unit testing.
• Support continuous integration and deployment (CI/CD) practices in coordination with DevOps teams.

Minimum Qualifications Minimum Qualifications:
• Five (5) years of experience in software development using .NET/C# across high-profile projects with complex business logic and developing web-based applications in Agile/Scrum environments.

The following degrees may substitute for the general experience as indicated:
• Associate’s degree and four years of experience.
• Bachelor’s degree and three years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience.
• Doctorate in computer science or related field substitutes for an additional 2 years of experience.

Preferred Qualifications:

• Four (4) to seven (7) years of experience working with SQL Server, stored procedure, and database performance optimizations.
• Experience with web technologies (HTML, CSS, JavaScript, AJAX)
• More than two (2) years of experience integrating APIs, web services, or third-party systems.
• Experience working on public or governments projects.
• Experience with automated noticing/correspondence functionality.
• Experience with front-end frameworks (e.g., React Angular, or Vue.j.s).
• Experience with Dee Ops tools and CI/CD pipelines (e.g., Azure DeveOps, Jenkins).
• Experience debugging, problem-solving, and analytical skills.
• Experience with automated unit and integration testing.
• Four (4) to seven (7) years of experience of security standards and secure coding practices.
• Certification in .NET Development or Microsoft Certified: Azure Developer Associate
