Job Specifics

Duties Description The Auditor 3 serves as the highest-level audit professional within the Commercial Gaming Unit, providing leadership and oversight of financial and operational audits related to licensed commercial gaming operations in New York State. This position is responsible for ensuring compliance with applicable state laws, regulations, internal control standards, and Division policy. The Auditor 3 directs a team of auditors, coordinates complex audit activities, and liaises with external stakeholders including the New York State Gaming Commission, casino operators, and other regulatory bodies.

DUTIES

Directs and supervises the daily operations of the Commercial Gaming Unit, including audit planning, fieldwork, reporting, and follow-up.

Oversees a team of auditors conducting financial, operational, and compliance audits of licensed casino operators.

Provides technical guidance, review, and quality control of all audit work to ensure adherence to professional standards.

Trains and mentors subordinate staff in audit techniques, Division policy, and applicable state gaming regulations.

Develops and implements a comprehensive annual audit plan for commercial gaming operations.

Identifies audit priorities based on risk assessment, regulatory requirements, and Division objectives.

Coordinates and executes complex audits involving gaming revenues, internal controls, anti-money laundering measures, and contractual compliance.

Interprets and ensures compliance with the New York State Racing, Pari-Mutuel Wagering and Breeding Law, Gaming Commission rules, and related statutes.

Collaborates with legal and regulatory staff to assess the adequacy of internal controls and financial reporting practices of gaming licensees.

Recommends improvements to policies and procedures to strengthen oversight and reduce risk.

Prepares and reviews detailed audit reports, including findings, conclusions, and recommendations for corrective action.

Presents audit results to Division leadership, Gaming Commission officials, and other stakeholders.

Serves as the primary liaison to external regulatory and law enforcement agencies on matters involving commercial gaming audits and investigations.

Manages unit resources, schedules, and personnel assignments to ensure timely completion of audit projects.

Participates in hiring, performance evaluation, and disciplinary processes for subordinate staff.

Tracks and reports on unit performance metrics and progress toward audit goals.

Minimum Qualifications One year of permanent service in a SG-23 auditing position,

OR

Bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, or taxation courses, and five years of experience in an accounting or auditing position.

Substitutions: Certification as a Public Accountant (CPA) in the State of New York, certification as a Certified Frauds Examiner (CFE), or certification as an Internal Auditor (CIA) may substitute for one year of experience.

Minimum qualifications must be met by the closing date of the posting.
