Job Specifics
Duties Description Under the direction of the Park Manager 1 at Lake Welch within Harriman State Park, the selected candidate’s duties include, but are not limited to:
• Supervises permanent, temporary, and seasonal staff.
o Interviews candidates and makes hiring recommendations to supervisor.
o Orients and trains new staff as needed.
o Schedules and assigns work, providing clear directions and guidelines.
o Inspects work to ensure it’s completed within allotted time frames and in accordance with codes, regulations, and safety standards.
o Completes performance evaluations and discusses performance expectations with employees in a timely manner, initiating disciplinary measures as needed.
o Reviews, approves, and monitors time and attendance and leave requests.
• Plans, schedules, and directs work projects as well as minor rehabilitation and construction projects; assigning emergency work immediately.
o Performs and instructs others in the performance of the most difficult operations and maintenance assignments; assisting staff in performing tasks and resolving work-related issues.
o Conducts site assessments to determine facility-based work projects; prioritizes and justifies need for each project.
o Develops and implements preventative maintenance programs.
o Reviews maintenance requests and assesses materials, equipment, and labor requirements.
o Develops weekly, monthly, and yearly work schedules, updating as needed.
• Performs administrative duties in support of the facility; prepares various reports, including attendance, revenue, personnel, and work progress reports.
• Monitors inventory and requisitions materials, tools, equipment, and supplies.
• Monitors concession operations and completes reports pertaining to cash audits, health inspections, and complaints.
• Assists with budget preparation and justification.
• Plans and provides programs and services to the public including recreation activities and special events.
o Coordinates logistical aspects of routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.
o Coordinates temporary maintenance work for special events, such as adding electrical lines and electrical supply, installing bandstands, and renting special equipment.
o Issues special permits.
o Responds to and works with community groups and organizations regarding facility use requests.
• Receives, investigates, and responds to patron and employee complaints.
• May operate machinery such as trucks, chainsaws, bulldozers, jack hammers, tractors, etc.
Minimum Qualifications NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;*** one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree**** or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
***A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
****Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.
55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.
Non-competitive promotion (NCP):
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Park Supervisor 2 located in Harriman State Park – Lake Welch located at 800 Kanawaukee Rd. Stony Point, NY 10980.
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Park Supervisor 1, SG-11. The established promotion field is limited to those serving in the direct line title only.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Park Supervisor 2 promotion exam, if said exam was held within the last four years.
*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must complete chainsaw 101 training within the probationary period as a term and condition of employment.
• Must be willing to work holiday, weekend, and occasional evening shifts as required.
• Position may require working in inclement weather.

The hiring rate listed combines the statutory hiring rate for CSEA Grade 14 ($56,506) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($68,630) and the Downstate Adjustment ($4,000).
