Job Specifics
Duties Description This position is in the Program Management Office within the Chief Information Office. This position:
• Supervises and trains lower-level Project Managers; assists with developing performance plans for Project Managers.
• Manages projects and programs independently; assists their management with more complex projects and programs.
• Conducts project management training for the agency; participates in the joint project management and business analysis community of practice.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer:
For 52.6 transfer to a(n) Project Manager 3, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
• Demonstrated experience managing projects with the use of a formal methodology.
• Demonstrated experience and understanding of project management methods, methodologies, frameworks, terminology, and processes.
• Demonstrated experience managing projects in the Office of the State Comptroller and/or New York State (NYS) government.
• Demonstrated experience working with others to analyze problems and develop the best solution.
• Demonstrated experience with coaching, teambuilding, negotiating, and facilitating.
• Exceptional organizational skills and the ability to set priorities when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• Demonstrated ability being flexible, adaptable to change, and working well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Attended project management training, preferably certified by the Project Management Institute (PMI), and professional certification through the PMI.
• Proficient in Office 365 (Outlook, Word, Excel, PowerPoint) and with Microsoft Teams.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
