Job Specifics
Duties Description Under the direction of the Director of Racing Investigations, Division of Horse Racing and Pari-Mutuel Wagering, the Racing Investigator will perform duties that include, but are not limited to, the following:
• Conducts investigations, and interviews of alleged violations relative to the conduct of racing, including equine incidents, or such related matters concerning police activities and law enforcement at the racetracks.
• Compiles and submits reports to the Gaming Commission regarding these activities.
• Conducts surveillance at the racetracks to determine and assist in relieving problems of administrative control and security including identification and exclusion of unlicensed individuals and other persons engaged in possible unlawful activities.
• Gives testimony as required at hearings concerning suspensions, revocations, and other proceedings regarding evidence resulting from investigations.
• Other responsibilities as assigned, which may include travel to assist in other investigations, assisting with drug testing for licensees, and assisting with the Bureau of Licensing.
Minimum Qualifications Preferred Qualifications:
Six years of criminal investigative experience involving fraud, corruption, organized crime, gambling, or other related experience, of which six months must be in the horse racing industry. Equal years of experience in the horse racing industry may substitute for equal years of criminal investigative experience.
Additional Comments Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester, Counties will receive an additional $4,000 annual downstate adjustment.
Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
