Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill one non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, in the Office of Quality Improvement, Bureau of Inspection and Certification. Under the general direction of the Associate Commissioner for the Office of Quality Improvement, the Mental Health Program Manager will serve as the Director of the Bureau of Inspection and Certification and will manage and direct statewide activities of certification and recertification of licensed programs across the state. The incumbent will manage, and direct inspection and licensing staff located in Central Office.
Duties to be performed will include, but not be limited to, the following:
• Manage the statewide process for certification for licensure and recertification of approximately 1800 OMH licensed mental health programs (inpatient, outpatient, and residential) in accordance with Mental Hygiene Laws and applicable OMH regulations.
• Oversee and coordinate OMH licensing policy to assure consistent interpretation and application on statewide basis.
• Provide policy advice to OMH executive management on licensing issues.
• Track, monitor, and improve statewide licensing currency.
• In Collaboration with the Department of Health and the Office of Addiction Services and Supports develop regulations and policies to promote integrated care.
• Direct and issue enforcement against providers as necessary.
• Direct the review and closure of licensed providers to protect the safety of recipients or to protect the interests of N.Y.S.
• Provide expert testimony during administrative hearings and other legal proceedings (e.g. grand jury testimony) related to OMH policies and actions.
• Direct the OMH Prior Approval Review (PAR) process to establish new treatment programs, approve major changes in existing licensed programs, manage site reviews, and approve new construction proposals. Present PAR applications to Behavioral Health Service Advisory Counsel.
• Issue PAR decisions on behalf of the Commissioner pursuant to the Mental Hygiene Law after review of public need, character and competence, fiscal viability, compliance with licensing standards and OMH policy.
• Provide expert advice concerning the licensing perspective on various workgroups initiated by the Commissioner to restructure the mental health system.
• Manage Bureau professional staff and support staff.
• Provide guidance and direction to field office licensing teams to ensure oversight and enforcement actions are implemented as appropriate, and to ensure consistent interpretation and application of OMH regulations.
• Represent OMH in meeting with stakeholders and advocate for licensing policies that ensure improved quality and increased access in the mental health system.
Minimum Qualifications Candidates must possess a bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
1. Policy development for a statewide mental health, public health, health care, and/or managed care program.
2. Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
3. Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
4. As a county director of mental health.
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
