Job Specifics
Duties Description • Assist in developing and administering mandated programs for the Health & Safety unit.
• Assist in conducting extensive field visits, on-site inspections, accident investigations, safety training, and awareness programs for OGS and all hosted State agencies.
• Assist in determining applicability of safety and health standards to agency operations.
• Ensure compliance with mandatory federal, State and departmental safety and health requirements under the direction of the Agency Safety and Health Representative 2.
• May assist with development of quality assurance and quality control mechanisms to evaluate safety and health program effectiveness.
• Monitor compliance with safety and health policies and procedures under the direction of the Agency Safety and Health Representative 2.
• Assist in developing and conducting mandatory safety and health training programs.
• Coordinate safety and health training activities with agency management and other hosted State agencies under the direction of the Agency Safety and Health Representative 2.
• Inspect work sites and operations for fire, water or other safety hazards, and makes recommendations for necessary improvements, reporting to Agency Safety and Health Representative 2.
• Review facility emergency response and evacuation plans and procedures and reports findings to Agency Safety and Health Representative 2.
• Identify potentially hazards in construction design and makes recommendations for change and/or implementation of safe operating guidelines under the Agency Safety and Health Representative 2.
• May represent the agency at various meetings, as necessary in lieu of the Agency Safety and Health Representative 2.
• Assist with OGS Health and Safety Shoe program. Includes issuing monthly Vouchers for employees to use a local stores that have safety shoes on Contract and working on the Annual on-site safety shoe program.
• Assist with DOL-PESH inspections and help develop abatement plans as required for any Notice of violations issued.
• Assist the OGS Asbestos Program Manager on internal permits for Minor Abatements under OGS Operations and Maintenance Plan.
• Conduct Indoor Air Quality Screening with Direct reading Instrument and help tenants with complaints on Indoor Air Quality.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Operational Needs:
• Travel required (approximately 15%)
• Possess and maintain a valid NYS Driver’s License issued by the NYS Department of Motor Vehicle or otherwise demonstrate the capacity to meet the transportation needs of the job.
• Respond to or provide consultation on Post Injury/Incident After Action Assessments 24 hours a day, 7 days a week.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required experience: Four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.
Substitutions:
**Applicant degrees in related fields may substitute for experience as follows:
• Associate degree: two years of specialized experience.
•Bachelor’s degree: four years of specialized experience.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
