Job Specifics

Duties Description • Initiate, lead, and engage partners in an emergency planning process which includes forming a planning team, performing a risk assessment and hazard analysis, developing a capability assessment, writing a response plan, exercising the plan, and updating the plan.
• Collaborate with the Agency Emergency Management Supervisor to update the OGS Continuity of Operations Plan (COOP), Emergency Management Operations Protocol (EMOP), and update other existing agency emergency plans.
• Work with internal and external stakeholders to the lead the creation of special event specific emergency plans occurring at the Empire State Plaza.
• Participate in or lead a field emergency management team to monitor for emergencies at a special event occurring at the Empire State Plaza or other OGS facility.
• Organize or create training for employees to support agency emergency preparedness and continuity of operations.
• Create or lead a team that can create conditions, actions, and needs emergency situation reports that are timely, accurate, and concise that follow-up on situation to completion.
• Coordinate efforts and follow through to completion program policies and ensure compliance with related laws and regulations.
• Ensure implementation and compliance with components of the National Incident Management System (NIMS).
• In the event of an emergency, respond to, coordinate, identify assistance and/or resource needs, and communicate in accordance with the Incident Command System (ICS) and escalate requests or reports to New York Responds (NYR).
• Serve as the primary or secondary liaison with local, state, federal emergency management partners or to a disaster response or recovery operation.
• Provide daily administrative oversight for the Emergency Management and Planning program and staff.
• Use plain language to produce concise and accurate correspondence, reports, presentations, and other materials.
• May perform a full range of supervisory duties.
• Perform other duties as assigned.

Operational Needs:
• Travel required (approximately 15%)
• Ability to respond to emergencies 24 hours a day, 7 days a week.
• Possess and maintain a valid NYS Driver’s License issued by the NYS Department of Motor Vehicle or otherwise demonstrate the capacity to meet the transportation needs of the job.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

A bachelor’s degree and three years of experience in planning, directing or coordinating emergency or disaster services in an appropriate occupational area.

*Substitution:
• Master's degree in one of the fields listed above may be substituted for one year of experience.
• A major or Certificate in Emergency Services Management or leadership in authoring the New York State Comprehensive Emergency Management Plan OR a portion thereof may be substituted for up to six additional months of experience.

OR

Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 3 or Disaster Preparedness Program Representative 4 and eligible for transfer under section 70.1 of the Civil Service Law.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
