Job Specifics

Duties Description A Professional Engineer 1 (Environmental), under the direction of the Professional Engineer 2 and/or Division Director, will perform a variety of duties that include, but are not limited to: providing professional engineering services to all divisions of the Agency related to new construction, renovation, or other land use and development; review project applications and supporting documentation for permits to ensure consistency with rules and regulations; provide technical review and comment for on-site wastewater treatment systems; evaluate stormwater management and erosion and sediment control plans; evaluate permit applications for single family dwellings, subdivisions, mines and other development activities; evaluate and develop corrective actions for enforcement cases; evaluate shoreline stabilization proposals; review jurisdictional inquiries; assist with engineering aspects of State Land reviews and Local Government activities, participate in gathering and reporting of data from field inspections, and other duties as assigned. The incumbent will be required to attend field visits to evaluate Agency transactions and coordinate review with project sponsors, contractors, consultants, and federal, state, and local authorities as necessary. May provide affidavits in support of Agency proceedings. Supervision of lower-level staff with engineering evaluation of development proposals and project review and performance evaluations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications for the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for this position.

Professional Engineer 1 (ENV) NY HELPS Minimum Qualifications:
Either:
1.) A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
OR
2.) a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.

Professional Engineer 1 (Environmental) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Env).

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

New York State Education Department (NYSED) Guidelines for Professional Engineering Practice, Guideline 1: As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations and Rules of the Board of Regents. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence.
2. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title. Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Telecommuting may be available up to 5 out of 10 days per pay period and will be discussed at the interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
