Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will leverage assets created for the health benefit exchange to improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, and Child Care.
Reporting to the IES Resource Management Lead, the Administrative Tech Specialist will be responsible for managing and completing daily tasks associated with IES Operations Administration including efforts related to onboarding, contractor procurement, resume evaluation, participating in interviews, resource coordination, office administration, offboarding, and process creation. This includes creating, updating, and managing documentation related to Operations processes. Duties include, but are not limited to the following:
IES Resource Management
• Understand and possess in-depth knowledge of the technical skills, tools, and methodologies mentioned in IES posted job descriptions.
• Evaluate technical skills: Identify relevant technical keywords (e.g., programming languages, software, tools, frameworks) in the resume and assess how the candidate applied these skills to achieve results.
• Assess projects and achievements: Review past projects and contributions to understand the candidate's technical competencies, problem-solving skills, and the impact of their work.
• Understand technical assessments: If applicable, interpret the results of coding tests, technical interviews, and other evaluations to gauge the candidate's technical proficiency.
• Collaboration: Work effectively with hiring managers, the technical team, and other stakeholders involved in the hiring process to ensure alignment and consistency in candidate evaluation.
• Perform resume reviews, pre-interview evaluations, attend interviews, and post-interview evaluations.
• Participate in the interview scheduling process for state and contract staff, including training administrative staff and interns on the process, ensuring records are accurately maintained.
• Review NYSP Documentation for accuracy and completion, collect all documentation needed for background checks, request background checks, meet with the fingerprinting unit weekly for status updates.
• Participate in the onboarding and offboarding processes, including ticket submissions for account setups and deprovisions, software requests, account holds, incidents, etc.
• Update and maintain the onboarding and offboarding processes and work with the administrative team, hiring managers, HR, Vendor Liaisons, and Workplace Services (WPS) to ensure timely and accurate onboarding and offboarding.
• Track the hiring process for state and consultant items in SharePoint and Teams.
• Create and maintain onboarding and offboarding process documents, forms, and specific IES procedures in SharePoint.
• Manage 1- and 2-week performance evaluations for consultants, as well as monthly performance evaluations for consultants, identify consultants not meeting standards to the RML, and follow up on missing evaluations.

Operations/Administration
• Identify Administrative and Operations program needs, working with management and administrative staff to develop and implement policies and solutions to those needs.
• Maintain and supervise communication through the IES Administrative and Vendor shared mailbox as well as file correspondence and paperwork received where applicable.
• Track, report, and develop office wide administrative KPI metrics to the IES Operations Team.

Facilities Management
• Serve as the primary contact for facilities related issues: report and oversee maintenance of IES allocated spaces and equipment.
• Coordinate guest and visitor access to building security for multiple locations.
• Liaise with WPS to monitor and maintain internet, phone, and power connectivity for all cubicles and meeting rooms as well as troubleshoot any issues related to efficiency of onboarding/offboarding for the program and daily use.
• Oversee conference room and special equipment requests within IES.
• Identify office needs by evaluating space requirements to assist with submitting requests for augmenting and altering existing office space and ensuring that desks are equipped, and hardware issues are addressed.



Minimum Qualifications Minimum Qualifications:
Bachelor's Degree and two (2) years of experience with a focus in business administration, project administration, human services, computer science, tech related field, communications, or finance.

Master's Degree will count as an additional year of Service.

Preferred Qualifications:
• Experience working in New York State/New York City government;
• In-depth knowledge of the technical skills, tools, and methodologies
• Experience in resume review, candidate evaluation, technical resume evaluations
• Knowledge of procurement processes for both state employees and consultants
• Excellent time management and adaptability
• Power user of Microsoft Excel, Word, Outlook, SharePoint, Visio, Powerpoint, Teams, and Adobe
• Demonstrated experience in training, writing office processes and creating training materials;
• Experience with tracking, analyzing, summarizing, and reporting data
• Ability to lead
• Excellent written and verbal communication skills
