Job Specifics
Duties Description Under the supervision of higher level staff, the Park Supervisor 1 is a working supervisor responsible for planning, coordinating, and overseeing the administration, maintenance, and operations at an assigned location within the NYC region with a focus on grounds maintenance, including appropriate care for landscaped beds, turf areas, rain gardens and trees. The Park Supervisor 1 performs a variety of administrative and maintenance duties including, but not limited to:
• Support the park staff in planning projects to meet park and regional, goals for park grounds care
• Provide guidance and hands-on support to field staff, Green Team and volunteers.
• Manage plantings and care for newly planted materials until the plants are well established.
• Monitor functionality and good working order of park irrigation system and ensure that all landscaped areas are properly watered.
• Survey, remove, and/or monitor invasive species.
• Collect and manage field data using standardized methods.
• Maintain up-to-date project information in designated databases.
• Participate in education and outreach events.
• Handle purchasing tasks by obtaining quotes, budget forecasting, preparing purchase requisition, etc.
• Prepare Sign in sheets and Payroll FIN’s and other administrative functions as assigned.
• Develop and implements programs and services for the public.
• Supervise permanent, temporary, and seasonal personnel.
o Recruit, onboard, orient and train new and subordinate staff as needed.
o Schedule and assign work, providing clear directions and guidelines.
o Inspect work to ensure it is completed within allotted time frames and in accordance with codes, regulations, and safety standards.
o Assist staff in performing tasks and resolve conflict or performance related issues.
o Complete performance evaluations and discuss performance expectations with employees in a timely manner.
• Provide technical direction to staff under the direction of higher level managers.
o Assist with development and implementation of preventative maintenance programs.
o Review maintenance requests and assesses materials, equipment, and labor requirements.
• May be assigned other tasks as needed.
Minimum Qualifications For Permanent Competitive Appointment: Candidates must be reachable on an appropriate active Civil Service eligible list or eligible for transfer in accordance with Civil Service Law.
For Permanent Non-Competitive *NY HELPS Appointment:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
1. three years’ experience in the construction, operation, or maintenance of a park or recreational facility within a park; ** one year of this experience must be at a supervisory level.
Or 2. an associate's or higher-level degree in construction management, construction technology, environmental education, environmental management, environmental policy, environmental sustainability, forestry, natural resources management, park administration, park management, recreation management or turfgrass management
AND one year of supervisory experience in the construction, operation or maintenance of a park or recreational facility within a park. **
**a park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
Note: If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
*For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments OPERATING NEEDS:
• The selected candidate must be willing and able to work nights, holidays and/or weekend shifts as required.
• Candidate may be asked to supervise seasonal staff, create work lists, and staff schedules, order supplies and schedule and conduct site visits with prospective permit groups and report results.
• Position may require working in inclement weather
• Ability to read and understand written and/or verbal material and instructions, effective communication skills
• Ability to lift, carry and /or move equipment or materials of different weights and sizes and the ability to stand for long hours
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation
• Candidate is expected to periodically support the New York City Region’s park and operational needs, including special assignments at other parks and emergency management tasks as needed.
DOWNSTATE ADJUSTMENT: $4,000
