Job Specifics

Duties Description The Director Financial Administration manages all agency activities involving accounting, budgeting, accounts receivable, procurement, grant financial management, contract administration, accounts payable, and mailroom and supply. Under the supervision of the Administrative Officer 7 and Deputy Superintendent for Administration, the Director is responsible for providing comprehensive financial advice and assistance to management. The Director acts as a financial advisor for management fiscal planning and decision-making actions.

DUTIES

Directs and supervises the activities of agency budgeting for Personal Service,
Non-Personal Service, Capital, and Grant funding, including agency Special Revenue accounts.

Directs and supervises the business administration of the agency finance activities including Purchasing, Billing & Accounts Receivable, Grant Management, Banking, and Contract Administration.

Directs and coordinates the development, preparation, presentation, implementation and execution of the agency’s budget.

Develops and directs a comprehensive internal accounting and reporting system for expenditure controls.

Coordinates the preparation of fiscal projections.

Reviews and analyzes legislative and regulatory proposals to advise Division Counsel on potential fiscal impacts.

Reviews and responds to requests for information from the Division of the Budget, the Office of the State Comptroller, Office of the Attorney General, and others.

Works with Division of the Budget staff regarding justification of budget requests, transfer of funds, and related budgetary, fiscal and management issues.

Provides advice to agency management on the development of fiscal policy, improvements in fiscal reporting, cost effectiveness of programs, and budget priorities.

Oversees staff responsible for processing agency purchases, vouchers, fleet acquisitions, and travel requests, ensuring that all requests and expenditures are reviewed and processed in a timely manner.

Supervises budget, fiscal, accounting, contract management, procurement, and clerical support staff, and performs the full range of supervisory responsibilities such as performance evaluations.

Minimum Qualifications One (1) year of permanent service in a financial management or budgeting title allocated at SG-M3 or higher or; two (2) years of permanent service in a financial management or budgeting title allocated at SG-M2.

Or

Bachelor’s degree and eight (8) years of progressively more responsible experience managing a budgeting, fiscal or contract management shop. Two (2) years of this experience must be managing and supervising staff engaged in that work.

Minimum qualifications must be met by the time of appointment.
