Job Specifics
Duties Description Under the general direction of the Executive Team, the Director of Communications is responsible for coordinating the Office of Cannabis Management’s public relations, all media relations, marketing, crisis management, and identifying and managing adverse publicity. The Director of Communications shapes, sets, and advances overarching messaging for the agency to ensure a constant flow of accurate, relevant information to the public and key stakeholders. The Director ensures positive working relationships are fostered with national, state, and local journalists, elected officials, regulatory bodies, community groups, and their staff. The Director is responsible for both management and long-term strategic planning of internal and external communication.
Duties include but are not limited to:
• Act as the official spokesperson for the Office of Cannabis Management.
• Work with agency executive staff and program directors to develop and implement a comprehensive external and internal communications strategy for the Office of Cannabis Management that includes news media and marketing outreach.
• Approve messaging related to the work of the Office of Cannabis Management including agency statements, external publications, and press releases.
• Coordinate press conferences, seminars, public education, and other informational gatherings.
• Review and approve public presentations.
• Maintain strong relationships with journalists and others in media.
• Respond to inquiries from the public and news media concerning Office of Cannabis Management programs.
• Oversee the development and issuance of Office of Cannabis Management monthly newsletter.
• Oversee and manage the content on the public-facing Office of Cannabis Management website.
• Manage, mentor, and counsel communications team members to help build skills and grow career paths.
• Maintain work and production schedules and review works in progress to meet deadlines.
• Collaborate with Public Health and External Affairs to direct and support campaign development for the Office of Cannabis Management.
• Oversee and conduct media training for Office of Cannabis Management staff to ensure external messaging in all public speaking events remains consistent.
• Participate in Office of Cannabis Management strategic planning, including building out budgetary and staffing proposals.
• Developing talking points for public facing members of the Office of Cannabis Management and for members of the Cannabis Control Board.
Minimum Qualifications Bachelor’s degree and seven years of relevant experience.*
*Substitutions: four years of relevant experience or associate’s degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.
Preferred Qualifications:
• New York State government communications experience.
• Experience leading a communications team of at least 10 people.

Additional Comments NOTE:
• Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
