Job Specifics
Duties Description Under the direction of a Manager Information Technology Services 1, the Business Systems Analyst 3 will be assigned to the Enterprise Analysis team in the Programs and Planning Bureau within the Chief Strategy Office (CSO). The incumbent will focus on Business Development, Business Architecture, Business Systems Analysis, Design, Data Analysis, Product Management, and Quality Assurance for IT solutions and key NYS Governor’s initiatives and be responsible for developing requirements for business analysis projects and applying those tools and techniques across program areas. The position will analyze business processes and customer interactions to identify areas of improvement and suggest suitable ITS products collaborating with cross-functional business managers and IT professionals to understand client’s product needs and identifying, analyzing, and prioritizing work to deliver those.
Duties include, but are not limited to the following:
? Business Analysis Execution: Perform standard business analysis activities and develop project artifacts, including elicitation, analysis, validation, and solution assessment. Perform SWOT analysis, gap analysis, and stakeholder analysis.
? As-Is and To-Be Analysis: Understand and illustrate the business need and current state of agency operations. Analyze current business processes and document requirements for future states. Create process models and update documentation for new and existing technologies.
? Define Business Requirements: Create business requirements documents (BRD), functional requirements, non-functional requirements, user stories, use cases, wireframes and mockups, and business rules.
? Testing and User Acceptance: Develop user acceptance criteria, work closely with the testing team to develop test cases, create user manuals, and document change requests.
? Internal Controls: Stay updated on agency policies and provide excellent, ethical, and professional customer service.
? Communicate with project stakeholders and internal ITS team in both oral and written form.
? Tailor service delivery for projects to ensure positive customer feedback.
? Collaborate with team members to ensure work products are clear, consistent, and meet goals, while sharing knowledge.
? Perform a full range of supervisory duties.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 3, G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
