Job Specifics
Duties Description The incumbent of this position will report to the Hazard Mitigation Chief and serve as the primary engineering contact on various Hazard Mitigation Assistance grants within the Office of Disaster Recovery.
Duties include but are not limited to the following:
• Maintain knowledge of applicable State and Federal laws, rules, and regulations relating to hazard mitigation programs and share with project staff and stakeholders.
• Act as lead for all engineering activities, review all technical and programmatic drawings, specifications, and environmental analysis for active and potential projects for technical feasibility.
• Manage technical activities to include conducting Benefit Cost Analyses (BCAs) and reviewing proposed mitigation projects for technical feasibility and cost effectiveness utilizing FEMA's Benefit Cost Analysis methods.
• Organize and set priorities, coordinate work plans identifying key deliverables, lead responsibility and critical dates.
• Research mitigation concepts (existing and new) to enhance project proposals and communicate to staff, local, regional and state entities.
• Prepare and deliver comprehensive written and verbal technical reports, briefings, correspondence, and related critical data as required.
• Prepare and conduct BCA and technical workshops for eligible subapplicants.
• Conduct project-site visits throughout construction and at project completion.
• Prepare final inspection reports including photographs of completed projects.
• Supervise and review work of permanent, temporary, and contractor staff to ensure consistency and quality of program administration and support.
• Perform other duties as required.
• Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position.
• Travel may be required (~20%) which could at times include during evening and or weekends.
• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead State Recovery program representative or in other leadership roles during active disasters.
• Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which could result in a change from regular working hours and mandatory overtime.
*Work schedule may vary based on operational need. Occasional overtime may be required.
Minimum Qualifications NY HELPS
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
REASSIGNMENT/TRANSFER
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Professional Engineer 1 Civil/Transportation and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 23 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
If approved for transfer appointment, you may also need to meet the special requirement: NYS Professional Engineer's license with current registration.
Additional Comments The starting salary for this position is $98,298, which includes a base of $91,298 and a $7,000 geographic pay differential for this title and location.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency's Telecommuting Program Guidelines.
***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
