Job Specifics
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill one non-competitive, policy influencing position of Associate Commissioner Mental Health, M-8, in the Division of Integrated Community Services for Children & Families. Under the direction of a Deputy Commissioner, and as a member of the Executive Team, the Associate Commissioner will lead, manage and direct the Division of Integrated Community Services for Children & Families which oversees, funds and regulates an integrated system of mental health care that includes community services and higher levels of care, including residential and inpatient. As the Director, the incumbent is responsible for continuous planning and design in collaboration with various State and other partners, as well as youth and family voice, to transform the system to continually meet the needs of recipients. Additionally, the Associate Commissioner Mental Health will oversee the enhancement of the continuum of care for children and families through the implementation of the transformational redesign of the children’s mental health system resulting from the settlement of a class action litigation.
Specific duties to be performed may include, but are not limited to, the following:
• Policy leadership in clinical program planning, implementation, and performance improvement for specialty care for children with serious emotional disturbance.
• Design and implement the children’s system redesign in collaboration with partners, using data and stakeholder feedback to inform highest priorities and most effective implementation strategies, including, as relevant, coordination with external entities, and:
o Development of system and service planning process for settlement compliance.
o Direct and oversee the ongoing monitoring and evaluation of settlement progress against the established benchmarks.
o Report on additional analysis required as the result of post-settlement court stipulations and recommend action.
o Develop and implement the process changes to improve the experience of children served under the Settlement and documents compliance with Settlement requirements.
• Strategic planning, implementation, management, and evaluation of licensed and unlicensed programs serving children and families, with a focus on cross-systems collaboration, increase in access, reduction of disparities, and dissemination of evidence-based practice.
• Strategic partnership with other child serving systems in constructing the most efficient and effective strategies for supporting healthy growth and development of children through coordinated policy, funding and program operation.
• Management of complex fiscal and regulatory systems to uphold public accountability for effective outcomes in State General Fund Expenditures targeted for community based mental health services for children.
• Interface regularly with academic, research and fiscal oversight entities to bring quality, cost-effective treatment practices to the care of children in every county and borough in the State.
• Represents OMH in meeting with and responding to the Legislature, other State agencies, counties, consumers and their families, and other citizen groups on issues to promote agency programs and resolve problems.
• Oversees and plans Division spending to align with operational needs and program priorities.
• Supervises Division staff. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance. Coordinates with Field Offices to ensure collaboration of Program staff across the state.
Minimum Qualifications Non-Competitive:
A bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for individuals diagnosed with mental illness.
Preferred candidates will possess a comprehensive knowledge of the New York State’s integrated system of mental health care for children and families, including the complex fiscal and regulatory systems that support this system, and its stakeholders. The Candidate must be prepared to immediately provide effective oversight of the enhancement of the continuum of care for children and families through the implementation of the transformational redesign of the children’s mental health system resulting from the settlement of a class action litigation. They must possess excellent written and oral communication skills, be mission-driven, able to forge consensus, have a sense of urgency and creativity, and be able to achieve results in a complex organization with varied stakeholders.
