Duties Description Position Summary:
This position oversees the Infrastructure and Operations Department of NYSTRS. This encompasses responsibility and accountability for all departmental functions including, but not limited to budgeting, personnel planning, review/approval of technological strategies, supervision of daily operations, enterprise architecture, security, BCP/DR, and customer service.

Job Duties:
The duties of the Director - Infrastructure and Operations include, but are not limited to, the following:
-Provides department vision for strategy, operating model, product and service offerings and workforce
-Contributes to the development and execution of the enterprise-wide IT strategy
-Fosters open communication within the department and with stakeholders
-Aligns infrastructure and operations strategy with customer support goals, ensuring high service availability and responsiveness
-Ensures infrastructure and operations teams are accountable for meeting or exceeding SLA commitments
-Develops and monitors key performance indicators and takes required action as appropriate
-Aligns cloud architecture decisions with customer support requirements and service-level commitments
-Drives continuous improvement initiatives to reduce downtime, latency, and support escalations
-Responsible for the development and approval of the departmental budget to ensure it’s consistent with the overall strategic objectives of IT and NYSTRS
-Provides technical advice, guidance, direction, and authorization for IT projects and procedures
-Develops, implements, and enforces IT policies, standards, procedures and methodologies
-Assesses and plans IT Infrastructure and Operations staffing needs to meet organizational and departmental strategic objectives
-Ensures staff training and development needs to enhance employee productivity
-Oversees all staff related HR issues
-Actively participates in enterprise project review/advisory committees
-Reviews and approves contracts and purchase agreements
-Interacts with all departments to be aware of departmental/organization needs and find technologies to meet those needs
-Ensures all NYSTRS data centers are redundant and can be recovered within stated time objectives
-Collaborates closely with the Risk department to enforce security and ensure compliance with security strategy and standards
-Establishes governance and monitors effective controls for the processes and functions performed by I&O teams
-Supports periodic reviews by audit teams, compliance teams and other risk-related functions as required

Minimum Qualifications Minimum Qualifications:
-A bachelor's degree and 7 years of experience in an Information Technology managerial role; OR
-An associate degree and 9 years of experience in an Information Technology managerial role; OR
-Twelve years of experience in an Information Technology managerial role

Preferred Qualifications:
-Experience with project management
-Understanding of budgets and business planning
-Ability to conduct technological analysis and research
-Experience with addressing budgeting, planning and personnel matters
-Experience working in a leadership capacity for a public sector organization
-Ability to build strong working relationships across all levels of the organization and work effectively with others
-Ability to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements
-Problem-solving aptitude
-Strong analytical, strategic and innovative thinking
-Ability to speak to large audiences and at all levels of the organization
