Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate to fill one Psychiatrist 2, G-38, position in the Division of State Operated Children’s and Adult Services. Under the direct supervision of the Psychiatrist 3 (Medical Director) for State Operated Adult Services, and with supervision as needed by the Chief Medical Officer, the Psychiatrist 2 acts as the Assistant Medical Director for State Operated Services and provides guidance and clinical consultation on patient cases, ensures core clinical competencies, provides support to clinicians and consults on matters relating to quality of care in OMH operated Adult Psychiatric Centers. The incumbent also provides consultation to OMH Field Office Directors and licensed program staff on regional provider and patient cases and quality of care, including inpatient and outpatient, emergency, community support and residential programs. The incumbent supports the clinical lead in critical special projects and clinical implementation of best practices; provides input into the development of OMH policies, procedures and practices and serves as liaison to other agencies. The incumbent assists the Psychiatrist 3 (Medical Director) by participating in strategic planning; quality and risk management; services development and population health of patients treated within OMH facilities.
Specific duties include, but are not limited to, the following:
• Provide clinical input into the implementation of OMH initiatives from a clinical-administrative perspective; and collaborate with the Medical Directors regarding OMH policies, procedures, and practices in adult state operated and community programs funded and/or licensed by OMH in areas such as: substance use disorder management, intensive rehabilitation, care coordination, among others.
• Serve on various OMH Central Office committees (Pharmacy & Therapeutics Committee, for example) and serves as liaison with other State agencies on clinical policy implementation and outcomes, evaluation and review of adult community-based mental health programs, initiatives, and policies serving/impacting specialized mental health and/or co-occurring disorder populations.
• Serve as the primary medical-clinical liaison among the stakeholders for the implementation of a new electronic health record across two-dozen hospitals, working as the primary clinical lead for State Operated Services; collaborating with discipline leads within OMH’s Central Office and across the facilities; leading policy and procedure development with colleagues in Medical Informatics, Quality Divisions, other OMH leads, and the EHR vendor as part of a large team; and, leading meetings with discipline leads in the development of forms, policies & procedures, quality enhancements to EHR processes, and managing configurations of the EHR with partners across the system.
• Provide clinical guidance and consultation to Clinical Directors of OMH operated Adult Psychiatric Centers on patient cases, consults on matters related to quality of care, and provides analysis of system concerns in OMH facilities.
o Assist Clinical Directors of OMH operated Adult Psychiatric Centers with ad hoc review of high risk/high profile cases and adverse outcomes within Psychiatric Centers (PC) residential/outpatient settings.
o Attend periodic meetings with Clinical Directors on issues and outcomes and provide guidance on best practices to mitigate issues.
o Manage the OMH Psychiatric Center Consult Service that engages outside consultants to review patients with complex conditions and needs.
o Serve as liaison and State Operated Services clinical expert on the Electronic Health Record
o Provide support and guidance to Clinical Directors and program staff by providing technical and operational assistance to OMH operated hospitals regarding the Centers for Medicare and Medicaid Services (CMS) and the Joint Commission (TJC) related issues and delivery of excellent results.
o Collaborate with Clinical Directors on appropriately reducing length of stay, increasing discharges of long stay patients, and increasing access to the facilities.
o Evaluate referrals to State Operated, Civil Psychiatric Centers to assess, where applicable, appropriateness of the referral, review appeals and explore alternate community treatment plans among numerous stakeholders.
o Provide technical assistance in the resolution of wait list determinations and inpatient admission denials from Article 28 Hospitals.
o Assist in the interpretation and oversight of regulatory issues.
• With supervision from the Medical Director of State Operated Services, participate in special projects such as:
o Tobacco treatment;
o Population health and medicine;
o Clinical services development; and
o Projects sponsored by the Office of the Chief Medical Officer.

Minimum Qualifications Transfer:
Candidates must have permanent status as a Psychiatrist 2 and be eligible for lateral transfer; OR be eligible to transfer under Section 70.1 of the Civil Service Law.

To qualify for this position, you must meet the following requirements:
Have a valid license** to practice medicine in New York State OR possess a limited permit and licensure in another state or by written examination in Canada***;
And
Certification in General Psychiatry by the American Board of Psychiatry and Neurology;
And
Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
**The New York State Education Department’s Office of the Professions is responsible for reviewing applications and granting licenses to practice medicine in New York State. ***If you are licensed in another state or by written examination in Canada, AND meet the other requirements for Psychiatrist 2, you are also eligible if you have a current limited permit to practice medicine in New York State. If appointed, you must obtain your license within one year of the date your limited permit was issued. Failure to do so will result in removal from your position.
Loss of license or limited permit to practice medicine in New York State or failure to maintain certification by the American Board of Psychiatry and Neurology will result in action to remove you from the position.
In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
If appointed, you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.

Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
