Job Specifics

Duties Description Under the direction of a Manager of Information Technology Services 1, SG-27, within the Division of Dedicated Support, Bureau of Department of State (DOS), the Business Systems Analyst 2, SG-23, will perform duties related to and assist in the oversight of interpreting and converting documented user and business requirements into technical specifications for development implementation. In addition, they will subsequently work closely with development leads and quality assurance engineers to ensure the implemented system meets all necessary quality standards and guidelines.
Specific duties shall include, but are not limited to:
•Possess skill in understanding DOS business processes, analyze and optimize existing processes to identify areas for improvement; work with partner ITS leads in defining scope for additional phases of current projects, as well as new initiatives; assist in converting user requirements into business requirements and technical specifications
•Participate in meetings to identify gaps or deficiencies in implemented system by reviewing and explaining identified defects; demonstrate defects to explain actual verses expected behavior per requirements; work with other Dedicated Staff team leads to ensure identified issues are remediated, tested, and resolved
•Lead meetings of project teams including agency, management, users, vendors, and other business team staff to discuss specific application development, system analysis, and testing activities
•Verify requirements throughout the product/system development life cycle (SDLC) to ensure the developed system performs to the required specifications; this includes identifying and developing test plans/scenarios and logical designs, overseeing the execution of test scenarios, reviewing test results, identifying constraints and risks, and communicating test results with internal teams as well as stakeholders
•Review subordinate’s work and demonstrate understanding of elicited business requirements and comprehension of all user stores, flow diagrams, mockups, and other related business documentation for new DOS projects, in addition to obtaining a comprehensive understanding and familiarity with all supported licensing and business systems
•Provide guidance to subordinate staff on expected system behaviors, and oversee subordinate’s work activities for various types of system application testing (including manual [system, end-to-end, integration, functional, regression], automated, and load/performance) to ensure business requirements are met
•Possess a firm understanding of the HP ALM defect management lifecycle and assist other technical leads in understanding system defects, often demonstrating the issue to ensure all technical teams possess any details required for resolution of the issue
•Partner with other team leads to oversee resolution of identified system issues where the system requirements have not been met (defects); update agency staff on progress of defect resolution
•Work directly with business analysts, program subject matter experts, quality assurance engineers, and technical staff to create robust user stories, use cases, and test cases; develop test conditions and assist in the oversight of test execution to ensure developed system meets business requirements
•Coordinate and collaborate with BA and QA leads; manage activities of subordinate staff in overseeing the creation and execution of accurately developed test cases to ensure successful user acceptance testing of various DOS projects and systems
•Identify, analyze and coordinate to resolve issues for existing systems resulting from errors detected during testing, implementation and/or daily use
•Maintain a collaborative environment that fosters and support creative solutions and continuous improvement
•Monitor and oversee complex business and systems analysis and related testing activities performed by subordinate and peer team members
•Perform the full range of supervisory responsibilities

Minimum Qualifications NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications:
Seven (7) years* of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
SUBSTITUTIONS:
• An associate degree may substitute for two years of experience
• A bachelor’s degree may substitute for four years of experience
• A master’s degree may substitute for five years of experience
• A doctorate may substitute for six years of experience.

Promotion: One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 1.
Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
