Job Specifics
Duties Description The Data Analyst 2 will be a team lead within Bureau of Data Insights and Research, these teams are responsible for the following activities: HR1 implementation, primarily related to community engagement; Fiscal Support; Program Implementation; Tableau Visualization; Reporting to internal and external stakeholders (including CMS); Ad-hoc reporting for the Office of Health Insurance Programs; Audit Support
As a team lead within the Bureau, day to day activities of the Data Analyst 2 include: Produce business intelligence solutions by querying data repositories and generating periodic reports; Perform quality control mechanisms on data requests; devises methods for identifying data patterns and trends in data sources; ; Assess data structures and how they can be used to produce desired reports; Researches new data sources and analytical tools, and recommends solutions; Draft new functions or applications in programming languages to conduct analyses; Create written reports and effectively communicates/presents results; Draft documentation needs to produce requirement documents and insights from analytics; Supervise a team of data and business analysts; Train new staff members on the Medicaid Datawarehouse
Minimum Qualifications Seven years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: Preferred Qualifications: 2 or more years of Medicaid experience, subject matter expertise in different Medicaid programs, fiscal development, SQL, and tableau visualization.
Additional Comments This position will be part of the Medicaid Operations Unit within the Bureau of Data Insights & Research. The Medicaid Operations unit is responsible for ad-hoc reporting, fiscal analyses (supporting budget initiatives), CMS reporting for program areas such as Maternal Health, Special Populations, Pharmacy, Health Homes, Children’s Waiver, Telehealth, FFS Policy and Long-Term Care. The incumbent will act as a team lead for many of the efforts above, particularly focused on HR1 related duties/initiatives, managing day to day activities of a small team and mentoring those on requirement gathering for each individual data request received.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
