Job Specifics
Duties Description Duties include but are not limited to:
• Approve and review contract payments t ensure payments are within contract terms.
• Execute NYS Procurement Law and other regulations to facilitate the contract and procurement process.
• Review various types of procurements including Invitations for Bids (IFBs), Sole/Single Source Procurements, Requests for Proposals (RFPs), and Memorandas of Understanding (MOUs).
• Assist with managing procurement of agency needs for commodities or services in accordance with rules, regulations, and agency policy.
• Evaluate and recommend approval or denial of contracts.
• Publish contract and procurement requirements for bidders.
• Develop, evaluate, and review Invitations for Bids (IFBs) and other related financial documents.
• Perform routine administrative processes associated with contracts.
• Review contractor performance and compliance.
• Perform contract monitoring tasks, including addressing any necessary contract modifications and contract amendments.
• Review all purchase requisitions for compliance with appropriate rules.
• Review the appropriateness of regulations and agency policies with the agency's budget plan.
• Determine the types of commodities and services available in the marketplace.
• Prepare detailed specifications and complex bid proposals used for soliciting bids.
• Schedule bid openings, receive and evaluate bids, and make recommendations of award.
• Liaison with vendors and program administrators to describe the commodities and services required.
• Advise in the develpment and revision of specifications.
• Review procurement records and related documents to ensure accuracy, completeness, and all mandatory requirements have been met.
• Prioritize and assign purchase requests to subordinate staff.
• Review the work of Purchasing staff to ensure compliance with the appropriate rules and regulations.
• Train subordinate staff on new or revised laws, rules, regulations, purchasing policies, or procedures.
• Interact with various control agencies (AG, OSC, OGS),
• Maintain the P-card inbox and respond to inquiries.
• Review and update the P-card manual regularly.
• Work with P-card vendor and OGS to add and delete P-card holders.
Minimum Qualifications To be eligible for the Contract Management Specialist 1, G-18 position, or Contract Management Specialist Trainee 1 or 2, G-NS (Equated to G-14 or G-16), you must meet one of the following conditions as detailed below:

For Contract Management Specialist 1, G-18:
Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For Contract Management Specialist Trainee 2, G-NS (Equated to G-16):
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
For Contract Management Specialist Trainee 1, G-NS (Equated to G-14):
Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Substitution: An associate's degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.
Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.
List Appointment**:
Eligible for appointment from the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition Program (PATT) eligible lists.
Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.
55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
