Job Specifics

Duties Description Under the direction of a Training Specialist 2, the Training Specialist 1 will plan and/or assist to organize, develop, conduct, and evaluate training and development programs to improve performance of agency operations. The Training Specialist 1 will focus on developing a mindset that embraces training development activities into all aspects of employee development.

Duties include but are not limited to:

• Serve as a primary administrator of the Statewide Learning Management System (SLMS).

• Assess training needs by reviewing agency programs and discussing training needs/requirements with program managers and staff.

• Develop training plans and curriculum to meet identified needs by determining course content, then creating the necessary training materials and job aids.

• Present training courses in a classroom & virtual settings using selected audiovisual teaching aids and developed training materials.

• Evaluate training through feedback received from questionnaires, supervisory evaluations, and review of work reports.

• Analyze data, trends, and identify and recommend new or expanded training programs to supervisors to improve employee performance.

• Provide technical assistance related to developing and updating training policies and manuals.

• Facilitate training workgroups and teams, while providing a variety of exercises and activities.

• Work with others in a collaborative work environment with various projects, such as the Mentorship Program, Orientation and Supervisor Training Programs.

• Other duties as assigned.

Minimum Qualifications To be eligible for the Training Specialist 1, G-18 position or the Training Specialist Trainee 1/2, G-NS position, you must meet one of the following conditions as detailed below:

NY HELPS*:

For Training Specialist 1, G-18: Six years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

For Training Specialist Trainee 2, G-NS (Equated to G-16): Five years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

For Training Specialist Trainee 1, G-NS (Equated to G-14): Four years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.

Substitution: An associate's degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment.

Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
