Duties Description The NYS Office of Parks, Recreation and Historic Preservation’s Division for Historic Preservation (also known as the State Historic Preservation Office or SHPO) helps communities identify, evaluate, preserve, and revitalize their historic and cultural resources. The Division for Historic Preservation (DHP) administers programs authorized by both the National Historic Preservation Act of 1966 and the New York State Historic Preservation Act of 1980. These programs, including the Statewide Historic Resources Survey, the New York State and National Registers of Historic Places, the historic rehabilitation tax credits, the Certified Local Government program, the state historic preservation grants program, state and federal environmental review, and a wide range of technical assistance are provided through a network of teams assigned to territories across the state.

The Historic Preservation Program Analyst implements the work of the Survey and National Register Unit within an assigned geographic territory. This person directs and monitors historic resource surveys; prepares evaluations of eligibility for historic properties and districts; reviews and comments on state and federal undertakings through compliance reviews; reviews Part 1 applications for the State Homeownership tax credit program; and documents historic properties and districts for nomination to the State and National Registers of Historic Places. Specific Duties include, but are not limited to the following:

• Evaluate state and federal consultation submissions to identify eligible historic properties and assess potential impacts.
• Review state and federal compliance submissions for accuracy and completeness.
• Prepare National Register (NR) eligibility findings in a concise format, citing appropriate criteria.
• Complete compliance reviews within required time frames while allowing time for internal reviews.
• Prepare nominations for the State and National Register of Historic Places.
• Guide property owners and consultants in developing nominations.
• Edit drafts to ensure compliance with National Park Service standards.
• Conduct additional research as needed.
• Participate in public informational meetings.
• Present nominations to the New York State Board for Historic Preservation.
• Conduct site visits and meet with project sponsors for survey and National Register projects.
• Assist local sponsors in designing historic resources surveys.
• Travel periodically to assigned territories as required.
• Evaluate completed surveys and update the online inventory with new Unique Site Number (USN) or revisions.
• Discuss methodology and boundaries with consultants.
• Review and analyze final reports, prepare determinations of National Register (NR) eligibility, and issue comment letters to sponsors.
• Review incoming data from the Trekker Mobile App for content and quality control.
• Enter building inventory information into Cultural Resource Information System (CRIS) to ensure data consistency and accuracy.
• Maintain and update the database of historic properties in CRIS.
• Assist with the cleanup of existing USNs to ensure data correctness.
• Reconcile legacy data during the review of survey reports and project submissions.

Minimum Qualifications NY HELPS Qualifications:

The qualifications for appointment through the HELPS program are:

Either 1. a bachelor’s degree in archaeology, art history, architectural history, cultural anthropology, historic preservation,
historic preservation planning, public history, urban history or US history, and TWO years of experience* in a technical or
professional capacity working with historic preservation projects;

Or 2. a master’s degree or higher in any of the above disciplines and ONE year of qualifying experience as noted above.

Non-qualifying degrees include but are not limited to: anthropology, medieval history or military history.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

PROVISIONAL QUALIFICATIONS:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

historic preservation planning, public history, urban history or US history, and TWO years of experience in a technical or
professional capacity working with historic preservation projects;

Or 2. a master’s degree or higher in any of the above disciplines and ONE year of qualifying experience as noted above.

Non-qualifying degrees include but are not limited to: anthropology, medieval history or military history.

ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Historic Preservation Program Analyst to be eligible for reassignment.

Additional Comments OPERATIONAL NEEDS:
• Excellent communication and organizational skills.

• Experience with event planning and program coordination.
• Proficiency with Microsoft Office Suite, Adobe Creative Suite, social media platforms, and email-delivery software.
