Job Specifics

Duties Description Accounting Operations & Data Entry:
• Perform routine data entry for financial transactions, including Accounts Receivable (A/R) transactions and other general ledger activity to ensure proper coding and documentation.
• Maintain and reconcile general ledger accounts to ensure accuracy and completeness.
• Prepare and reconcile trial balances as part of monthly and annual closing processes.
• Prepare, verify, and submit Veterans Affairs (VA) invoices for monthly billing and any retro payments, ensuring accuracy and compliance with required federal standards.
• Maintain prepaid account schedules and asset depreciation schedules.
• Support year?end closing activities, including reconciliations, schedules, and documentation.
Reconciliation & Financial Accuracy:
• Reconcile bank statements and account balances on a regular basis.
• Investigate discrepancies and resolve issues promptly.
• Maintain organized documentation for all reconciliations and financial entries to support in the event of an audit.
Reporting & Data Analytics:
• Build, maintain, and automate financial and operational reports using Excel and other tools.
• Prepare monthly reporting packages, including Board of Visitor meeting reports and revenue reports.
• Analyze revenue trends, expense variances, and operational metrics to support leadership decisions.
• Develop dashboards, charts, and data visualizations to communicate financial insights.
• Compile data from multiple systems to create consolidated financial views.
• Assist with forecasting, budgeting, by providing clean, structured data sets.
Audit & Compliance Support:
• Assist with internal and external audits by preparing schedules, pulling documentation, and responding to auditor requests.
• Ensure compliance with internal controls, accounting policies, and regulatory requirements.
• Maintain organized digital and physical files to support audit readiness.
Leadership Support:
• Provide leadership with timely, accurate data to support strategic planning and operational initiatives.
• Collaborate with department managers to gather information and clarify financial activity.
• Recommend process improvements to enhance data accuracy, workflow efficiency, and reporting quality.
• Support implementation and testing of new accounting or reporting tools.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.

NY HELPS Minimum Qualifications:

Accountant Trainee 1, NS - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 2, NS- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Senior Accountant, G18- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Minimum Qualification Substitution:
A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

Preferred Qualifications: The preferred candidate should have strong proficiency in Microsoft Excel (pivot tables, advanced formulas, lookups, data visualization) and accounting software; experience with Power BI or other data analytics. The preferred candidate should have a solid understanding of general ledger structure, journal entries, and reconciliation processes, as well as strong attention to detail and a commitment to data accuracy. They should possess the ability to analyze large data sets and translate findings into easy-to-read dashboards or reports, excellent organizational and time?management skills, and clear and professional communication skills. They should also have the ability to work independently and collaboratively.

A two-year traineeship leading to Senior Accountant, Salary Grade 18, is in effect. Appointment may be made at either the Trainee 1 or Trainee 2 level (equated to Grades 14 or 16), or Senior Accountant - Salary Grade 18, depending on the qualifications of the candidate. Candidates hired at the trainee level will be advanced to the full performance Senior Accountant SG-18 following successful completion of the traineeship.

Posted salary range ($57,764 to $89,138) includes downstate adjustment of $4,000.

This position is part of the NYS HELPS program. No examination is required.
