Job Specifics
Duties Description Under the general direction of an Associate Administrative Analyst, the Senior Administrative Analyst is responsible for providing high level professional level analytical support to their assigned unit, specifically the Law Firm Referral Program, within the Department of Revenue Management.
Units additionally consist of Enforcement Programs, DMV Agreements, Quality Analysis & Assurance, Revenue Recovery, and Collections.
When assigned to special projects, the Senior Administrative Analyst will be required to independently prepare written materials and reports, provide complete data analysis and presentation of information, and make appropriate recommendations. Duties may include, but not be limited to the following:
• Perform analysis and review of DMV suspended registrants to determine the proper course of action.
• Manage the Law Firm Referral Program
• Assist in providing support to the other Tolling Enforcement Programs such as the DMV Suspension Program, Exclusion and Registration Hold Programs, and any other assigned program area within Revenue Management.
• Develop and implement relevant procedures for the Law Firm Referral Program.
• Participate in meetings with stakeholders, various NYSTA Departments, and/or Executive staff as needed.
• Provide analytical support for overall management of the Law Firm Referral Programs contract.
• Compile data and prepare analysis of reports and materials to be submitted to the program manager for review.
• Develop and implement methods for data analysis, including data tabulations for analysis.
• Draw conclusions from analyzed data and recommend action based on results of data.
• Prepare tables, charts, and reports to present findings from analysis and to document procedures and analytical methods employed.
• Identify problem factors inhibiting the achievement of program goals and set the objectives of the project for the assigned unit.
• Develop work plans considering the objectives and the problems to be solved.
• When needed, work closely with the Department of Information Technology to document the system and business processes, business flows, inputs, and outputs for the functional business area to address the problems identified.
• Document the revised stakeholders, revised business processes, revised flows, transformed or revised inputs and outputs to improve and address the organizational problem to meet objectives.
• Prepare relevant analyses, such as cost/benefit analysis and systems analysis.
• Write periodic progress and final reports of study containing findings and recommendations; may make oral presentations to agency officials and other concerned parties to answer questions regarding the project and its implementation.
• Prepare or direct the preparation of reports and other materials necessary to implement the recommendations.
• Compile, track, and analyze key performance indicators and provide reports to management.
• Perform the full range of supervisory duties, including providing performance evaluations, probation reports, approving time off requests, and managing staffing schedules to ensure proper coverage to assigned staff.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4 or Section 52.6 of the NYS Civil Service Law.
NY HELPS Qualifications:
Administrative Analyst Trainee 1 -
Four years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Administrative Analyst Trainee 2 -
Five years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
Senior Administrative Analyst -
Six years of experience* conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
* An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $51,809 up to Job Rate $91,409.
Recruitment & Retention Pay: $7,000.
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$51,809 (Trainee 1, equated to SG-14)
$57,751 (Trainee 2, equated to SG-16)
$64,427 (Journey Level, SG-18)
