Job Specifics
Duties Description The incumbent of this position will serve as the Deputy Chief of the Public Assistance Administration Unit within the Office of Disaster Recovery Programs.
Duties include but are not limited to the following:
• Supervise the Public Assistance Policy, Appeals, Training and Open Joint Field Offices (JFOs).
• Provide management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement mitigation measures in future disasters.
• Develop and understand program policy and priorities in support of DHSES Recovery Program goals.
• Oversee the policy, appeals and training sections. In conjunction with the PA Chief of Administration, develop policies and procedures to guide these sections.
• Direct and coordinate assessments of damaged areas following emergencies and disasters. Direct the preparation of applications for assistance, correspondence, and supplemental information in support of a Governor’s request for FEMA federal assistance.
• For open FEMA/DHSES and open JFOs, attend regular meetings with FEMA and DHSES staff on the status of projects.
• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
• Develop and deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
• Function as primary subject matter expert, consultant and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols. Analyze proposed polices and legislation and act as a resource for internal staff, program associates, and other stakeholders.
• Support the preparation of applications for assistance, correspondence, and supplemental information in support of a Governor’s request for FEMA federal assistance.
• Provide direct guidance to DHSES Executives, the Governor’s office, state agencies/authorities, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
• Develop new statewide objectives and priorities as needed.
• Initiate, participate in discussions, and monitor trends on policy and program changes and implications for states and subgrantees with administrators and program leads in FEMA HQ, FEMA regions, and other states.
• Manage permanent, temporary, and contractor staff to ensure consistency and quality of program administration and support.
• Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
• Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met. Communicate and implement these resolutions among staff.
• Support and staff Federal/State Joint Field Offices and serve as a state recovery program representative or in other leadership roles during active disasters.
• Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Oversee all daily activities assignments to staff. Schedule routine meetings, setting priorities and coordinating the preparation of identifying key deliverables, lead responsibility, and critical dates. Review staff work and ensures staff are trained and provided tools required for staff performance. Supervise permanent, temporary, and contractual staff performing all supervisory duties as required.
• Performs final review on applicant projects in Recipient Final Review and takes/directs corrective action as necessary and forward the projects for award and obligation.
• Perform other duties and special projects as required.
• Manage permanent, temporary and contractor staff to ensure consistency and quality of program administration and support.
• Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
• Travel may be required, including during evening and weekends, approximately 10% depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position.
Eight years of qualifying experience*, including two years of supervision of subordinate staff.
*Required qualifying experience must be in one or more of the following areas:
• Administration of federal, state or locally funded grant programs
• Preparing and processing applications for disaster mitigation/recovery projects
• Processing requests for grant project payments and performing financial reviews required for final payment
• Damage assessment and identification of appropriate assistance funding programs
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies
Substitution: an associate degree can substitute for two years of qualifying experience; a bachelor's degree can substitute for four years of qualifying experience; a master's degree can substitute for five years of qualifying experience; and a doctorate can substitute for six years of qualifying experience.
REASSIGNMENT/TRANSFER
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Administrator 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
