Job Specifics
Duties Description Under the direction of the Park Manager 2, this Park Manager 1 serves as the first-line supervisor for all pool operational work units within the East and West Bathhouse pool complexes. This position is responsible for the planning, coordination, supervision, and evaluation of operational, maintenance, administrative, programmatic activities, and revenue producing functions within the pool complexes to ensure safe, efficient, and high-quality service delivery to the public.
The Park Manager 1 works collaboratively with and alongside other Park Manager 1 staff who oversee operational areas throughout Jones Beach State Park to ensure consistent management practices and coordinated park-wide operations. In addition, the Park Manager 1 supervises and oversees operational and recreational facilities within their assigned areas of responsibility.
In the absence of higher-level management staff, the Park Manager 1 provides park-wide supervisory coverage and serves as the Officer of the Day (OD), ensuring overall park operations remain safe, clean, and responsive to patron needs. This position is expected to carry out park-wide supervisory duties to maintain a safe, clean, and attractive environment for all park patrons.
Duties and Responsibilities include:
Operational Management and Supervision:
• Serve as first in command for all pool operational work units within the East and West Bathhouse pool complexes.
• Collaborate with lifeguard supervisory staff and operational personnel to coordinate all aspects of pool and facility operations, including admissions, cash handling, and point-of-sale systems.
• Plan, schedule, implement, and evaluate operational and maintenance activities to ensure facilities are maintained in a safe and efficient manner.
• Develop and implement operational plans to meet patron needs for facilities and programming, modifying plans as necessary.
Maintenance and Facilities Oversight:
• Inspect pool complexes, landscaped areas, and buildings to identify maintenance and repair needs and recommend corrective actions.
• Develop and implement preventive maintenance programs and review maintenance requests to assess materials, equipment, and labor requirements.
• Evaluate work requests and schedule personnel, materials, and equipment to complete job assignments.
• Prepare project cost estimates and timelines and instruct staff on work techniques, equipment uses, and safety precautions, including OSHA requirements.
• Coordinate with maintenance supervisors and staff to assign and monitor skilled and unskilled maintenance work and ensure timely completion.
Administrative and Fiscal Responsibilities:
• Prepare requisitions for purchasing materials, supplies, and equipment; monitor inventory and maintain records.
• Prepare and maintain reports related to attendance, personnel, work progress, and operational activities.
• Monitor and ensure documentation of unusual or serious incidents in accordance with agency standards.
• Review written communications generated within the area of responsibility and take corrective action as needed.
Staff Supervision and Training:
• Supervise permanent and seasonal staff to ensure efficient operations and adherence to agency policies and procedures.
• Direct the training, development, deployment, evaluation, and day-to-day supervision of staff.
• Ensure staff (park-wide) are trained in safety procedures, emergency protocols, and operational standards.
Programs, Permits, and Special Events:
• Coordinate logistical aspects of routine programs and special events, including security, admissions, pedestrian traffic flow, and cleanup.
• Coordinate temporary maintenance and operational support for special events.
• Plan, direct, coordinate, and review recreational programs within the park complex.
• Manage and approve park permits in coordination with administrative management.
• Oversee and manage the regional Learn-to-Swim Program for the Long Island Region.
Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency LimitedPlacement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. six years of experience** working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;
Or 2. a bachelor's or higher-level degree*** in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.
Examples of non-qualifying experience include but are not limited to working at a gym, ski area/resort, and sport stadiums.
Examples of non-qualifying degrees include but are not limited to accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
SUBSTITUTION: An associate degree*** in a related field can substitute for two years of specialized experience; a bachelor’s degree*** in a related field can substitute for four years of experience; a master’s degree*** in a related field can substitute for five years of experience; and a doctorate*** in a related field can substitute for six years of experience.
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.
Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 1, SG-18.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June11, 2025. Notification to employees regarding a change in their status is forthcoming.
